APPLICATION FOR HEALTH RESEARCH FACILITIES FUNDS<br />

FOR COLLEGE OF VETERINARY MEDICINE<br />

(26) The College <strong>of</strong> Veterinary Medicine has submitted an application to the<br />

National Institute <strong>of</strong> Health for $140,000 to provide one-half <strong>of</strong> the funds for<br />

the construction <strong>of</strong> a building and equipment to be used as an isolation unit and a<br />

facility for research on zoonoses (infectious diseases common to man and animals).<br />

Funds will be available from outside sources for the research.<br />

The application has been approved by the University Committee on Health<br />

Research Facilities Grants, the Vice-President and Provost, and the Vice-President<br />

and Comptroller, and has already been filed to meet an April I, 1958, deadline,<br />

subject to approval by the Board <strong>of</strong> Trustees and to the availability <strong>of</strong> matching<br />

funds. Arrangements are being made to secure matching funds from private<br />

sources, but a portion may have to come from University funds if the grant is<br />

approved and accepted.<br />

I recommend approval <strong>of</strong> filing the application with the understanding that<br />

acceptance <strong>of</strong> the grant will be subject to availability <strong>of</strong> matching funds.<br />

On motion <strong>of</strong> Mr. Johnston, this application was authorized.<br />

UNIVERSITY OF ILLINOIS REGULATIONS GOVERNING<br />

PROCUREMENT AND BIDDING<br />

(27) The Illinois Purchasing Act, approved July 11, 1957, requires each state<br />

agency to promulgate and publish rules and regulations governing its procurement<br />

practices and procedures which rules and regulations, and all additions and<br />

amendments thereto, must be approved by the State Department <strong>of</strong> Finance and<br />

filed with the Secretary <strong>of</strong> State.<br />

The Business Office and the Legal Counsel's Office have drafted regulations<br />

governing procurement procedures and bidding at the University <strong>of</strong> Illinois<br />

which have been submitted to the State Department <strong>of</strong> Finance for preliminary<br />

review. These regulations formalize what the University is presently doing. With<br />

minor modifications resulting from specific provisions in the Illinois Purchasing<br />

Act, the practices and policies reflected in these regulations are the same as those<br />

the University has been following for many years. The regulations are now submitted<br />

to the Board <strong>of</strong> Trustees. The Vice-President and Comptroller recommends<br />

adoption <strong>of</strong> these regulations effective June 1, 1958.<br />

I concur and recommend that the Secretary <strong>of</strong> the Board be authorized to<br />

submit them to the State Department <strong>of</strong> Finance for <strong>of</strong>ficial approval, and after<br />

approval that he be authorized to file them with the Secretary <strong>of</strong> State in accordance<br />

with the provisions <strong>of</strong> "An Act Concerning Administrative Rules."<br />

On motion <strong>of</strong> Mr. Swain, these regulations were approved by the<br />

following vote: Aye, Mr. Herrick, Mr. Hughes, Mr. Johnston, Mr.<br />

Livingston, Mr. Swain, Mrs. Watkins, Mr. Williamson; no, none;<br />

absent, Mr. Bissell, Mrs. Holt, Mr. Nickell, Mr. Stratton.<br />

The regulations appear as an appendix to these minutes on pages<br />

1221 to 1233.<br />
