SPECIAL APPROPRIATIONS FOR NONRECURRING EXPENDITURES<br />

(12) The Committee on Nonrecurring Appropriations recommends assignments<br />

<strong>of</strong> funds from the General Reserve for the following purposes:<br />

1. Graduate College, costs <strong>of</strong> symposium in commemoration <strong>of</strong> the<br />

College's fiftieth anniversary $4 500 00<br />

2. Department <strong>of</strong> Botany, remodeling in Natural History Building<br />

and purchase <strong>of</strong> equipment for laboratories 6 142 50<br />

3. College <strong>of</strong> Commerce and Business Administration, purchase <strong>of</strong><br />

equipment for data processing I 150 00<br />

4. Department <strong>of</strong> Mining and Metallurgical Engineering, purchase<br />

<strong>of</strong> equipment 4 725 50<br />

Total $16 518 00<br />

I concur.<br />

On motion <strong>of</strong> Mr. Swain, these appropriations were made by the<br />

following vote: Aye, Mr. Bissell, Mr. Herrick, Mrs. Holt, Mr. Johnston,<br />

Mr. Livingston, Mr. Swain, Mrs. Watkins, Mr. Williamson; no,<br />

none; absent, Mr. Hughes, Mr. Nickell, Mr. Stratton.<br />

CONDEMNATION OF PROPERTY AT 1 008 WEST GREEN STREET,<br />

URBANA, ILLINOIS<br />

(13) The University now owns all <strong>of</strong> the property on the north side <strong>of</strong> the<br />

1000 block <strong>of</strong> West Green Street needed by it as a site for Single Graduate<br />

Student's Dormitory Unit No. 2, with the exception <strong>of</strong> the property located at<br />

1008 West Green Street.<br />

The property at 1008 West Green Street is owned by Mr. William R.<br />

Hunsicker. The lot is improved with an old residence which has been converted<br />

to seven utility apartments and also with a new apartment building completed<br />

in 1957, containing eight small apartments. The entire property is rented by the'<br />

owner to tenants, most <strong>of</strong> whom are students. None <strong>of</strong> it is occupied by Mr.<br />

Hunsicker as his personal residence. The lot has a frontage <strong>of</strong> approximately<br />

67 feet on Green Street and a depth <strong>of</strong> approximately 234 feet. Prior to the<br />

completion <strong>of</strong> the new apartment building, negotiations were opened by <strong>of</strong>ficers<br />

<strong>of</strong> the University with Mr. Hunsicker in an effort to acquire the property.<br />

Mr. Hunsicker, however, refused to sell to the University at that time. The<br />

University has had careful and detailed appraisals made <strong>of</strong> the entire property<br />

and negotiations have been conducted by <strong>of</strong>ficers <strong>of</strong> the University with the<br />

owner for the acquisition <strong>of</strong> this property based upon these appraisals. A great<br />

number <strong>of</strong> conferences with the owner have been held and it is now established<br />

that the owner and the University can not agree on the amount <strong>of</strong> compensation<br />

to be paid to him for this property. Mr. Hunsicker is unwilling to sell to the<br />

University except at a price which the University <strong>of</strong>ficers deem decidedly<br />

exorbitant and excessive.<br />

It is therefore necessary to request that the Board <strong>of</strong> Trustees resort to its<br />

right <strong>of</strong> eminent domain in order to acquire title to this property at a fair and<br />

reasonable price, and the Vice-President and Comptroller, the Director <strong>of</strong> the<br />

Physical Plant Department, and the Legal Counsel so recommend.<br />

I concur and recommend adoption <strong>of</strong> the following resolution.<br />

Resolution<br />

It is hereby resolved, found and declared by The Board <strong>of</strong> Trustees <strong>of</strong> the<br />

University <strong>of</strong> Illinois that the following described real estate, situated in the<br />

City <strong>of</strong> Urbana, County <strong>of</strong> Champaign and State <strong>of</strong> Illinois, viz.:<br />

The West 67 feet <strong>of</strong> Lot Three (3) in Block Two (2) <strong>of</strong> Burpee, Curtiss<br />

and Somers' Addition <strong>of</strong> Out Lots to the City <strong>of</strong> Urbana,<br />

is needed by the University <strong>of</strong> Illinois, an educational institution established<br />

and supported by the State <strong>of</strong> Illinois, as the site for a building needed and to<br />

be constructed by said University for educational purposes and to enable said<br />

University to discharge its duties to the people <strong>of</strong> said state and for public<br />

use; that funds available for the purchase <strong>of</strong> said land have been appropriated<br />

to The Board <strong>of</strong> Trustees <strong>of</strong> the University <strong>of</strong> Illinois by the General As-
