SPECIAL APPROPRIATIONS FOR NONRECURRING EXPENDITURES<br />

(6) The Committee on Nonrecurring Appropriations recommends assignments <strong>of</strong><br />

funds from the General Reserve Fund as follows:<br />

1. College <strong>of</strong> Agriculture, for construction <strong>of</strong> a research laboratory for the<br />

Department <strong>of</strong> Dairy Science. This is to supplement an appropriation <strong>of</strong><br />

$40,000 previously made by the Board <strong>of</strong> Trustees for the construction <strong>of</strong><br />

a dairy barns research laboratory to replace an obsolete building used by<br />

the Department <strong>of</strong> Dairy Science as a milk house, laboratory, <strong>of</strong>fice,<br />

locker room, and shop • -$12 000<br />

2. College <strong>of</strong> Fine and Applied Arts, for remodeling and redecorating <strong>of</strong><br />

the building at 505 South Goodwin Avenue for use by the Department<br />

<strong>of</strong> Art 5 000<br />

Total $17 000<br />

I concur.<br />

On motion <strong>of</strong> Mrs. Holt, these appropriations were made by the<br />

following vote: Aye, Mr. Bissell, Mr. Herrick, Mrs. Holt, Mr. Johnston,<br />

Mr. Livingston, Mr. Megran, Mr. Nickell, Mr. Swain, Mrs.<br />

Watkins, Mr. Williamson; no, none; absent, Mr. Stratton.<br />

CONTRACT FOR DAIRY BARNS RESEARCH LABORATORY<br />

(7) The Director <strong>of</strong> the Physical Plant and the Vice-President and Comptroller<br />

recommend award <strong>of</strong> a contract for $42,150 to Oran L. Shoemaker and Company,<br />

Champaign, the lowest bidder, for the construction <strong>of</strong> a research laboratory at<br />

the dairy barns (the Round Barns), to replace an obsolete frame building. The<br />

base bid is $42,575, but the contractor will allow credit for $425 if he is not<br />

required to submit a performance bond. In view <strong>of</strong> the size <strong>of</strong> this project and<br />

the standing <strong>of</strong> the contractor, it is recommended that no bond be required and<br />

that the credit be taken.<br />

The Board <strong>of</strong> Trustees has made an assignment <strong>of</strong> $40,000 for this project and<br />

the Committee on Nonrecurring Appropriations has recommended for consideration<br />

at this meeting a supplementary assignment <strong>of</strong> $12,000. The difference between<br />

the total assignment <strong>of</strong> $52,000 and the recommended contract is for fixed<br />

equipment, landscaping, architectural services, including supervision, moving,<br />

builders' risk insurance, and contingencies.<br />

I concur and recommend that the Comptroller and the Secretary <strong>of</strong> the Board<br />

be authorized to execute this contract.<br />

On motion <strong>of</strong> Mr. Livingston, this contract was awarded, as recommended,<br />

and the Comptroller and Secretary <strong>of</strong> the Board were authorized<br />

to execute the same. This action was taken by the following vote:<br />

Aye, Mr. Bissell, Mr. Herrick, Mrs. Holt, Mr. Johnston, Mr. Livingston,<br />

Mr. Megran, Mr. Nickell, Mr. Swain, Mrs. Watkins, Mr.<br />

CONTRACT WITH THE UNITED STATES NAVY FOR<br />

RESEARCH IN NUCLEAR PHYSICS<br />

(8) Since March 1, 1946, the Office <strong>of</strong> Naval Research has been supporting basic<br />

research in nuclear physics at the University <strong>of</strong> Illinois. At the end <strong>of</strong> the current<br />

calendar year, December 31, 1957, the Navy Department will have paid the University<br />

$4,534,636 for the direct and indirect costs <strong>of</strong> this research program.<br />

The Office <strong>of</strong> Naval Research desires to continue the program through<br />

December 31, 1958, and will provide an additional $576,833. Part <strong>of</strong> the new funds<br />

will be used for expansion <strong>of</strong> the program during the current calendar year.<br />

The Dean <strong>of</strong> the College <strong>of</strong> Engineering, the Chairman <strong>of</strong> the University<br />

Research Board, and the Vice-President and Comptroller recommend, and I concur,<br />

that the University accept this proposal <strong>of</strong> the Office <strong>of</strong> Naval Research.<br />

On motion <strong>of</strong> Mr. Williamson, this recommendation was approved.<br />

REPORT ON TAXPAYER'S SUIT ON UNIVERSITY<br />

TELEVISION OPERATIONS<br />

(9) The Legal Counsel reports the following decision <strong>of</strong> the Circuit Court <strong>of</strong><br />

Sangamon County in the case <strong>of</strong> Stephen Turkovich and others against the Board
