only to members, employees, or other individuals designated by the sponsoring<br />

organizations, provided that the latter reimburse the University for at least the<br />

full, direct costs <strong>of</strong> conducting the classes. It is further recommended that all<br />

students enrolled in such courses shall be exempt from payment <strong>of</strong> the regular<br />

tuition and fees, and that the income from such contracts be retained in a<br />

revolving fund to cover the expenses <strong>of</strong> the courses.<br />

I concur.<br />

On motion <strong>of</strong> Mr. Herrick, this recommendation was approved.<br />

SPECIAL APPROPRIATIONS FOR NONRECURRING EXPENDITURES<br />

(0) The Committee on Nonrecurring Appropriations recommends assignments<br />

<strong>of</strong> funds from the General Reserve for the following purposes:<br />

1. Department <strong>of</strong> Art, purchase and repair <strong>of</strong> equipment $ 2 000<br />

2. University Library, acquisition <strong>of</strong> liooks and periodicals 20 000<br />

3. School <strong>of</strong> Music, purchase <strong>of</strong> musical instruments 4 000<br />

4. University High School, purchase <strong>of</strong> equipment I 655<br />

5. Department <strong>of</strong> Physics, Chicago Undergraduate Division, remodeling<br />

<strong>of</strong> laboratory 5 000<br />

$32 655<br />

The Committee further recommends that assignments be made from the<br />

1957-58 General Reserve to the extent funds are available and the balance from<br />

the 1958-59 General Reserve.<br />

I concur.<br />

On motion <strong>of</strong> Mr. Johnston, these appropriations were made by the<br />

following vote: Aye, Mr. Bissell, Mr. Herrick, Mrs. Holt, Mr. Hughes,<br />

Mr. Johnston, Mr. Livingston, Mr. Nickell, Mr. Swain, Mrs. Watkins,<br />

Mr. Williamson; no, none; absent, Mr. Stratton.<br />

SUPPLEMENTAL APPROPRIATIONS<br />

(10) Supplemental appropriations are needed for wages, expense, and equipment<br />

for the following departments:<br />

Library, Urbana $6 300<br />

Physiology, Urbana 2 500<br />

Admissions and Records, Urbana 16 600<br />

Admissions and Records, Chicago Undergraduate Division 9 300<br />

The Vice-President and Provost and the Vice-President and Comptroller<br />

have reviewed the requests for these additional funds, and recommend that they<br />

be appropriated from the University General Reserve.<br />

I concur.<br />

WORKING CAPITAL FOR STORES AND SERVICES FUND<br />

(11) An Act <strong>of</strong> the General Assembly <strong>of</strong> Illinois has transferred the Stores and<br />

Services Fund from the State Treasury to the University Treasury. When this<br />

fund was established in the State Treasury, $1,500,000 was transferred from the<br />

University Income Fund to provide working capital. The present law provides<br />

for only $1,000,000 from this fund for working capital, but the "University is<br />

authorized to supplement this with other funds in the University Treasury.<br />

I recommend that the Vice-President and Comptroller be authorized to<br />

advance $500,000 <strong>of</strong> the funds in the University Treasury to provide working<br />

capital for the Stores and Services Fund, such amounts to be advanced at such<br />

times as they are needed.<br />

On motion <strong>of</strong> Mr. Hughes, this assignment <strong>of</strong> funds was authorized<br />

by the following vote: Aye, Mr. Bissell, Mr. Herrick, Mrs. Holt, Mr.
