troller recommend the purchase <strong>of</strong> a building from Harshbarger Building and<br />

Supply Company, Urbana, at a price <strong>of</strong> $11,408.72.<br />

I concur and recommend that an appropriation <strong>of</strong> $10,000 be made from the<br />

General Reserve Fund for this purpose.<br />

On motion <strong>of</strong> Mr. Swain, this purchase was authorized, as recommended,<br />

and an appropriation <strong>of</strong> $10,000 was made from the General<br />

Reserve Fund for this purpose. This action was taken by the following<br />

vote: Aye, Mr. Bissell, Mr. Herrick, Mrs. Holt, Mr. Hughes, Mr.<br />

Johnston, Mr. Livingston, Mr. Nickell, Mr. Swain, Mrs. Watkins; no,<br />

none; absent, Mr. Stratton, Mr. Williamson.<br />

HOSPITAL-MEDICAL-SURGICAL INSURANCE<br />

FOR STUDENTS AND STAFF<br />

(25) Bids have been received for the student and staff hospital and medical insurance<br />

programs for 1957-58 with the right reserved by the University to renew such<br />

insurance annually thereafter upon mutual agreement between the University and<br />

the insurance company.<br />

The student program at the Urbana Campus provides essentially the same<br />

benefits as have been provided for the past two years with three minor changes as<br />

follows:<br />

1. One day coverage extended to seven days for emergency outpatient treatment.<br />

2. Hospital residence is waived for surgical benefits to apply.<br />

3. Thirty-day waiting period eliminated for coverage <strong>of</strong> newly born children.<br />

In addition to the changes above, the student program at the Undergraduate<br />

Division at Navy Pier has improved benefits to meet its unique problems as<br />

follows:<br />

1. The $225.00 surgical schedule is increased to $300.00.<br />

2. The per diem room and board allowance is increased from $11.00 to $15.00.<br />

3. Physician's visits for home confinements are revised, to be effective with the<br />

first rather than third visit; and the first $20.00 <strong>of</strong> drugs and medicines are<br />

covered, rather than having the first $S.oo paid by the insured.<br />

The staff benefits are expanded in the following areas:<br />

1. The $150.00 surgical schedule is increased to $225.00 and the hospital residence<br />

requirement is waived.<br />

2. Hospital charges for dental treatment or dental surgery are covered.<br />

3. Thirty-day waiting period eliminated for coverage <strong>of</strong> newly born children.<br />

Bids were also received as an alternative on the present benefits under both<br />

plans, but they are not recommended for consideration because increased benefits<br />

outlined above can be obtained at a lower premium cost.<br />

It is recommended that a contract for both the student and staff coverage be<br />

awarded to Bankers Life and Casualty Company, represented by O. J. Wheeler,<br />

Chicago, lowest bidder for both programs at $461,610, as per Board Policy C, 3 on<br />

insurance, and that charges to students and staff for this insurance be the following<br />

premiums, which are identical to those charges currently in effect.<br />

On the basis <strong>of</strong> these rates, the plans will operate on a self-sustaining basis.<br />

The excess over the cost <strong>of</strong> the coverage would be used by the University to defray<br />

the administrative costs <strong>of</strong> the two programs.<br />

I concur in the recommendation for the award <strong>of</strong> this contract.<br />

On motion <strong>of</strong> Mr. Swain, this matter was referred to the Executive<br />

Committee with power to act.
