program would be subject to further consideration by the Board later. The Dean<br />

<strong>of</strong> the College has submitted a recommendation that the Executive Development<br />

Center be established on a permanent basis as an organizational unit within the<br />

College <strong>of</strong> Commerce and Business Administration according to the following<br />

plan:<br />

Organization. The Executive Development Center will be a unit <strong>of</strong> the<br />

College <strong>of</strong> Commerce and Business Administration, with full responsibility for<br />

the development, organization, and administration <strong>of</strong> executive training and<br />

executive development programs, subject to the usual University review with<br />

regard to educational and fiscal policy and operations. The courses <strong>of</strong>fered will<br />

not count for credit toward University <strong>of</strong> Illinois degrees. The Executive<br />

Development Center will be under a Director responsible to the Dean <strong>of</strong> the<br />

College. The Director will be appointed biennially on an eleven months (BY<br />

tenure) contract. It is expected that the Director will also qualify for appointment<br />

as Pr<strong>of</strong>essor <strong>of</strong> Business Administration. The Executive Development<br />

Center will use faculty members from departments and bureaus <strong>of</strong> the College<br />

<strong>of</strong> Commerce and Business Administration, with suitable adjustment within<br />

normal University budgetary provisions, but as a general policy they will not<br />

be given full-time assignments in the Program.<br />

Operation. The key problem <strong>of</strong> staffing an executive development program<br />

is that <strong>of</strong> providing teaching personnel with the maturity, vision, and understanding<br />

<strong>of</strong> practical business that enable them to assist men <strong>of</strong> business who<br />

look to the College <strong>of</strong> Commerce and Business Administration for knowledge<br />

<strong>of</strong> newer and better business methods. It is expected that teachers thus qualified<br />

will come from three sources. The College <strong>of</strong> Commerce and Business Administration<br />

is staffed with senior pr<strong>of</strong>essors who can make outstanding contributions<br />

to the Program. Outstanding men in other universities will be engaged for<br />

special assignments. Leading businessmen will be brought in to discuss their<br />

problems and their methods with the executives enrolled in the Program.<br />

Development. The College inaugurated the Executive Development Program<br />

in the summer <strong>of</strong> 1957 on a one-year trial basis. Although the number <strong>of</strong> participants<br />

was small there is reason to believe that the Program was successful.<br />

Establishment on a permanent basis will permit development until the Program<br />

can be <strong>of</strong>fered three times each year. A forty-man Advisory Council <strong>of</strong> leading<br />

businessmen has been working with the College staff on the development <strong>of</strong> the<br />

Program.<br />

Budget. It is proposed that the Executive Development Program be carried<br />

forward on a self-sustaining basis. A revolving fund has been established for the<br />

Program in the University Business Office. Collection <strong>of</strong> tuition, fees, and gifts<br />

to the Program are deposited in this fund, out <strong>of</strong> which the expenses <strong>of</strong> the<br />

Program are paid. In the first year or two it may be necessary lo seek some<br />

aid toward financing the salary <strong>of</strong> the Director, but it is expected that this will<br />

be on a temporary basis. A detailed budget will be submitted each year to the<br />

Vice-President and Provost and to the Vice-President and Comptroller for<br />

their review.<br />

I concur in these recommendations.<br />

On motion <strong>of</strong> Mr. Johnston, these recommendations were approved.<br />

EXPANSION OF UNDERGRADUATE SCHOLARSHIP PROGRAM<br />

(8) The University Committee on Undergraduate Scholarships has been studying<br />

the question <strong>of</strong> what constitutes a suitable program <strong>of</strong> undergraduate scholarships<br />

at the University <strong>of</strong> Illinois, in terms <strong>of</strong> present and future needs. The<br />

purpose <strong>of</strong> a scholarship program is to serve superior students requiring<br />

financial aid, a large group among those who rank in the upper 25 per cent <strong>of</strong><br />

their high school graduating classes and who do not now go to college. Reconsideration<br />

<strong>of</strong> the University's scholarship structure is timely because the expense<br />

°f a college education has increased steadily in recent years, partly through<br />

increased tuition charges but chiefly through increased costs <strong>of</strong> living. It is<br />

estimated that a student who is a resident <strong>of</strong> Illinois will need approximately<br />

WAS 0 to meet all expenses for two semesters <strong>of</strong> attendance at the University
