(b) The chief executive <strong>of</strong>ficer <strong>of</strong> a school included within a college shall<br />

be a director appointed biennially by the Board <strong>of</strong> Trustees, on the recommendation<br />

<strong>of</strong> the dean <strong>of</strong> the college and <strong>of</strong> the President<br />

B. DEPARTMENTS<br />

THE DEPARTMENT<br />

Sec. 12. (a) The department is the primary unit <strong>of</strong> education and administration<br />

within the University. It is established for the purpose <strong>of</strong> carrying<br />

on programs <strong>of</strong> instruction and research in a particular field <strong>of</strong> knowledge.<br />

The staff <strong>of</strong> a department includes persons <strong>of</strong> all ranks who, on the nomination<br />

<strong>of</strong> its head or chairman, are appointed or assigned to it.<br />

(b) The department has the fullest measure <strong>of</strong> autonomy consistent with<br />

the maintenance <strong>of</strong> general college and University educational policy and<br />

correct academic and administrative relations with other divisions <strong>of</strong> the<br />

Jniversity. Should a dispute arise between the department and another unit<br />

:f the University concerning the proper limits <strong>of</strong> this autonomy, the departiient<br />

may appeal for a ruling directly to the dean and the Executive Comnittee<br />

<strong>of</strong> the college and, where the President considers it proper, to the<br />

^resident, who shall make a decision after consultation with the Senate Coordinating<br />

Council.<br />

(c) A department may be organized either with a chairman or with a<br />

lead.<br />

(d) A new department may be created by the Board <strong>of</strong> Trustees on the<br />

zote <strong>of</strong> the faculty <strong>of</strong> the college in which the department is to be located and<br />

„n the recommendation <strong>of</strong> the college and with the approval <strong>of</strong> the approprite<br />

Senate and the President.<br />

EPARTMENT ORGANIZED WITH A CHAIRMAN<br />

Sec. 13. (a) The chairman shall be appointed biennially by the Board <strong>of</strong><br />

Prustees on nomination presented by the President after consultation with<br />

lie dean <strong>of</strong> the college and with the Executive Committee <strong>of</strong> the department<br />

:oncerned.<br />

(b) In each department organized with a chairman, the voting faculty<br />

onsists <strong>of</strong> the instructors, assistant pr<strong>of</strong>essors, associate pr<strong>of</strong>essors, and pressors.<br />

With the consent <strong>of</strong> the Executive Committee, the Chairman may<br />

ivite other persons to attend departmental meetings but such persons shall<br />

ave no vote.<br />

(c) The voting faculty <strong>of</strong> the department shall have power to determine<br />

uch matters as do not so affect relations with other departments or colleges<br />

lat they properly come under the supervision <strong>of</strong> larger administrative units.<br />

(d) In each department organized with a chairman, there shall be an<br />

-xecutive Committee elected annually by the voting members <strong>of</strong> the departent<br />

from the ranks <strong>of</strong> assistant pr<strong>of</strong>essor and above. Should the department<br />

J determine, members <strong>of</strong> the Executive Committee may be elected for two-<br />

;ar terms. The chairman <strong>of</strong> the department is ex <strong>of</strong>ficio a member and the<br />

lairman <strong>of</strong> this committee. The chairman and the Executive Committee are<br />

sponsible for the preparation <strong>of</strong> the budget and for such matters as may<br />

- delegated to them by the voting faculty <strong>of</strong> the department. In a department<br />

hich has a voting faculty <strong>of</strong> not more than five members, the Executive<br />

Mimittee shall consist <strong>of</strong> all persons <strong>of</strong> the rank <strong>of</strong> assistant pr<strong>of</strong>essor and<br />

wve. In all other cases the size <strong>of</strong> the Executive Committee shall be deterined<br />

by the voting members <strong>of</strong> the department.
