PREAMBLE<br />

The General Rules Concerning University Organization and Procedure<br />

are supplementary to the University Statutes, which became effective on<br />

September 1, 1957.<br />

In adopting initially The General Rules Concerning University Organization<br />

and Procedure, the Board <strong>of</strong> Trustees is acting on the advice <strong>of</strong> the<br />

University Senates. In making changes in and adopting amendments to The<br />

General Rules Concerning University Organization and Procedure, the Board<br />

<strong>of</strong> Trustees will act on the advice <strong>of</strong> the President <strong>of</strong> the University alone.<br />

I. ADMINISTRATIVE OFFICES<br />

OFFICE OF.THE VICE-PRESIDENT AND PROVOST<br />

Sec. 1. The Vice-President and Provost, being the chief academic <strong>of</strong>ficer<br />

under the President, has general supervision over all educational units <strong>of</strong> the<br />

University. He also has supervision over all University bureaus and units<br />

serving academic departments. The Bureau <strong>of</strong> Institutional Research, the<br />

Student Counseling Service at the Urbana-Champaign campus, the Central<br />

Office on the Use <strong>of</strong> Space, and the Statistical Service Unit are divisions <strong>of</strong><br />

the Office <strong>of</strong> the Vice-President and Provost.<br />

BUREAU OF INSTITUTIONAL RESEARCH<br />

Sec. 2. The Bureau <strong>of</strong> Institutional Research, serving as a fact-finding<br />

agency for the University, shall study the academic loads and their budgetary<br />

implications. It shall make such reports as are asked by the President, the<br />

Vice-President and Provost, or the Vice-President and Comptroller.<br />

The Director <strong>of</strong> the Bureau shall be appointed by the Board <strong>of</strong> Trustees<br />

on nomination by the President and on recommendation <strong>of</strong> the Vice-President<br />

and Provost.<br />

STUDENT COUNSELING SERVICES<br />

Sec. 3. The Student Counseling Services shall conduct programs <strong>of</strong> pr<strong>of</strong>essional<br />

psychological services to students, and in behalf <strong>of</strong> students, regarding<br />

their vocational, educational, and emotional or personality problems. They<br />

shall serve as consulting and referral agencies for other University administrative<br />

<strong>of</strong>ficers and staff members concerned with students' academic and<br />

personal problems. They shall provide diagnostic tests and perform the other<br />

functions commonly associated with psychological counseling.<br />

STATISTICAL SERVICE UNIT<br />

Sec. 4. The Statistical Service Unit shall supervise, operate, and maintain<br />

data-processing equipment for the benefit <strong>of</strong> the University. The primary<br />

responsibility <strong>of</strong> this Unit shall be to serve the Business Office, the Office <strong>of</strong><br />

the Dean <strong>of</strong> Admissions and Records, and the Bureau <strong>of</strong> Institutional Research.<br />

When possible, it shall serve other operational units within the<br />

University and shall provide facilities and technical assistance in the prosecution<br />

<strong>of</strong> various University research projects.<br />

On recommendation <strong>of</strong> the Vice-President and Provost, and on nomination<br />

<strong>of</strong> the President, the Board <strong>of</strong> Trustees shall appoint the Director <strong>of</strong><br />

the Statistical Service Unit.
