(b) The functions <strong>of</strong> the University Research Board include:<br />

(1) Making assignments <strong>of</strong> research funds <strong>of</strong> the Graduate College to<br />

individual and group research projects.<br />

(2) Reviewing applications from faculty members to outside agencies for<br />

financial aid in support <strong>of</strong> research projects.<br />

(3) Advising the President on potentially patentable inventions by<br />

faculty members.<br />

(4) Advising the President and the Dean <strong>of</strong> the Graduate College on<br />

any matters they desire to submit to the Research Board.<br />

SPECIAL UNITS OF THE GRADUATE COLLEGE<br />

Sec. 18. (a) On the recommendation <strong>of</strong> the University Research Board,<br />

and <strong>of</strong> the Executive Committee and the Dean <strong>of</strong> the Graduate College, with<br />

approval by the President, the Board <strong>of</strong> Trustees may create special units <strong>of</strong><br />

the Graduate College for the purpose <strong>of</strong> carrying on or promoting research in<br />

areas which are broader than the responsibility <strong>of</strong> any one department Any<br />

such unit may be abolished by similar action.<br />

(b) Staff members <strong>of</strong> such units shall be appointed by the Board <strong>of</strong><br />

Trustees on the recommendation <strong>of</strong> the Executive Committee and the Dean<br />

<strong>of</strong> the Graduate College and on the nomination <strong>of</strong> the President. Appointments<br />

which carry academic rank and title indicative <strong>of</strong> departmental association<br />

shall be made only after consultation with the department concerned.<br />

(c) Subject to the foregoing stipulations, the special units <strong>of</strong> the Graduate<br />

College include: (1) Digital Computer Laboratory; (2) Electron Microscope<br />

Laboratory; (3) Radiocarbon Laboratory; (4) Physical Environment<br />

Unit; (5) Institute <strong>of</strong> Communications Research; (6) Illinois Historical<br />

Survey.<br />

D. ALL-UNIVERSITY UNITS<br />

UNIVERSITY LIBRARIES<br />

Sec. 19. (a) The University Libraries include all books, pamphlets, periodicals,<br />

maps, music scores, photographs, prints, manuscripts, micro-reproductions,<br />

and other materials purchased or acquired in any manner by the<br />

University and preserved and used in libraries to aid students and investigators.<br />

Such materials may include sound recordings, motion picture films,<br />

lantern slides, film strips, and other appropriate audio-visual aids.<br />

(b) The University Libraries shall be in charge <strong>of</strong> the Director <strong>of</strong><br />

Libraries. The libraries at the Chicago Pr<strong>of</strong>essional Colleges and the Chicago<br />

Undergraduate Division and all branch libraries shall be in charge <strong>of</strong> librarians<br />

who are under the supervision <strong>of</strong> and represent the Director.<br />

(c) The Director shall be responsible for the arrangement and care <strong>of</strong><br />

the University Libraries and for the organization <strong>of</strong> the University Library<br />

staff. In the purchase <strong>of</strong> books and similar materials he shall act in accordance<br />

with business methods approved by the Vice-President and Comptroller. He<br />

shall make an annual report to the President on the condition and needs <strong>of</strong><br />

the University Libraries and on the work <strong>of</strong> the staff. With the approval <strong>of</strong><br />

the President, and with the approval <strong>of</strong> the Vice-President in Charge <strong>of</strong> the<br />

Chicago Pr<strong>of</strong>essional Colleges or the Executive Dean <strong>of</strong> the Chicago Undergraduate<br />

Division, as the case may require, the Director may establish libraries<br />
