The above recommendations are only the most urgently needed projects to<br />

meet the immediate requirements. Other needed projects are indicated under<br />

the following categories in the Appendix: "A" <strong>Project</strong>s Urgently Needed and<br />

<strong>Project</strong>s Considered Highly Desirable if Financed to a Substantial Degree without<br />

State Aid.<br />

(The Building Program Committee's report includes a category <strong>of</strong> "<strong>Project</strong>s<br />

Considered Deferrable for 1957-59 Biennium" which, however, is not included in<br />

the Appendix. — Secretary's Note.)<br />

PLANNING POLICIES<br />

The University Building Program Committee has considered both immediate<br />

and long-range problems in formulating the 1957-59 program, and has developed<br />

the following general policies:<br />

A. To Anticipate the Result <strong>of</strong> Enrollment Trends.<br />

1. Further enrollment studies by the Bureau <strong>of</strong> Institutional Research indicate<br />

that the 23,000 level for Urbana-Champaign by 1963 was much too<br />

conservative. Latest estimates place this figure at 26,500.<br />

2. While upward enrollment trends can be seen among the various departments,<br />

they are much more rapid in some departments <strong>of</strong> the University<br />

than in others. The most striking growth is in the College <strong>of</strong> Engineering<br />

where undergraduate enrollment increased 85 per cent between 1951 and<br />

1955; during which period the undergraduate enrollment in the rest <strong>of</strong><br />

the University increased 16 per cent.<br />

B. To Build for Enrollment.<br />

1. The main, but not the only objective in constructing space in the 1957-59<br />

biennium is to permit the University to continue taking only its proportionate<br />

share <strong>of</strong> the increasing college enrollment.
