G. CREATION OF NEW UNITS<br />

CREATION OF COLLEGES, SCHOOLS, DIVISIONS, AND INSTITUTES<br />

Sec. 32. (a) Colleges. When deemed necessary for the administration<br />

<strong>of</strong> new programs requiring a new grouping <strong>of</strong> departments and fields, new<br />

colleges may be created. A new college may be proposed by any one <strong>of</strong> the<br />

three Senates or by the President. After approval by a Senate and on the<br />

recommendation <strong>of</strong> the Senate Coordinating Council, the President shall<br />

submit the proposal for the creation <strong>of</strong> a new college, together with his<br />

recommendation, to the Board <strong>of</strong> Trustees for its action.<br />

(b) Schools. Independently organized schools may be created in the<br />

same manner as colleges.<br />

(c) Institutes and General University Organizations. For the development<br />

and operation <strong>of</strong> teaching, <strong>of</strong> research, <strong>of</strong> extension, and <strong>of</strong> service<br />

programs which are horizontal or intercoUege in their scope and which cannot<br />

be developed under existing administrative agencies, there may be created<br />

such institutes, councils, divisions, or other agencies as are warranted. The<br />

creation <strong>of</strong> such horizontal agencies shall be by the same procedure as for<br />

colleges.<br />

IV. ACADEMIC AND ADMINISTRATIVE STAFFS<br />

ALL UNIVERSITY POSITIONS ON MERIT BASIS<br />

Sec. 33. The Board <strong>of</strong> Trustees stamps with its strongest disapproval any<br />

disposition to make patronage out <strong>of</strong> University appointments. Political,<br />

social, fraternal, and church influences are to be altogether ignored, and every<br />

appointment shall be made on a merit basis. The President and other <strong>of</strong>ficers<br />

<strong>of</strong> the University are to feel fully assured that the Board <strong>of</strong> Trustees will<br />

heartily support them in acting on this principle.<br />

EMPLOYMENT OF RELATIVES<br />

Sec. 34. (a) It is the general policy <strong>of</strong> the University not to employ on<br />

its academic or administrative staff a person who is related within the third<br />

degree by blood or marriage to any other person employed on either <strong>of</strong> these<br />

staffs.<br />

(b) The President is authorized to make exceptions when in his judgment<br />

the interests <strong>of</strong> the University may be prejudicially affected by the<br />

application <strong>of</strong> such a policy. Exception shall not be made in any case, however,<br />

where one <strong>of</strong> the persons involved has authority and responsibility in<br />

the appointment or promotion <strong>of</strong> a relative within the third degree.<br />

(c) Employment in many positions in the University is subject to the<br />

provisions <strong>of</strong> the act creating the University Civil Service System <strong>of</strong> Illinois.<br />

In these positions relation to another person in the employment <strong>of</strong> the University<br />

will not be a cause for refusal to employ, for discharge, or for demotion.<br />

However, no person having authority to select a Civil Service employee shall<br />

employ any person who is related to him in the degree set out in (a) above.<br />

(d) The President shall have power to promulgate rules to make effective<br />

the policies set forth in this section.<br />

APPOINTMENTS, RANKS, AND PROMOTION OF THE ACADEMIC STAFF<br />

Sec. 35. (a) All appointments, reappointments, and promotions <strong>of</strong> the<br />

academic staff, as defined in Section 36 (a), and administrative staff shall be<br />

made by the Board <strong>of</strong> Trustees, on the recommendation <strong>of</strong> the President.
