reappropriated to the Board <strong>of</strong> Trustees <strong>of</strong> the University <strong>of</strong> Illinois from the<br />

General Revenue Fund, for the purposes and in the amounts set forth as follows:<br />

For permanent improvements at Urbana-Champaign:<br />

For construction <strong>of</strong> a Biology Building and related field laboratories,<br />

with fixed equipment installed, including plans and specifications,<br />

extension <strong>of</strong> utilities to the building, and all other necessary costs<br />

and charges incident to the completion <strong>of</strong> the work $3 335 000<br />

For equipment at Urbana-Champaign and Chicago 200 000<br />

For construction <strong>of</strong> addition to present hospital 165 000<br />

The Appropriation Act (Senate Bill 526) provides that no contract shall be<br />

entered into or obligation incurred for any expenditure from any appropriation<br />

made in Section 1 until after the purpose and amount <strong>of</strong> such expenditure has<br />

been approved in writing by the Governor.<br />

I recommend that these funds be appropriated for the projects and purposes<br />

indicated. Recommendations for awards <strong>of</strong> contracts and for other expenditures<br />

from these appropriations will be submitted to the Board <strong>of</strong> Trustees in accordance<br />

with the usual procedure.<br />

On motion <strong>of</strong> Mr. Bissell, these appropriations were made by the<br />

following vote: Aye, Mr. Bissell, Mrs. Holt, Mr. Hughes, Mr. Johnston,<br />

Mr. Livingston, Mr. Nickell, Mrs. Watkins, Mr. Williamson; no,<br />

none; absent, Mr. Herrick, Mr. Stratton, Mr. Swain.<br />

ADMINISTRATION OF HEALTH SERVICES<br />

(4) Dr. Lester M. Dyke, Pr<strong>of</strong>essor <strong>of</strong> Hygiene and Director <strong>of</strong> Health Services,<br />

has requested that for personal reasons he not be reappointed as Director <strong>of</strong> Health<br />

Services at the expiration <strong>of</strong> his present administrative appointment on August<br />

31, 1957, and that he be continued in his academic appointment as Pr<strong>of</strong>essor <strong>of</strong><br />

Hygiene on indefinite tenure. I have approved his request, and also that he be<br />

scheduled to take his earned vacation from July I to September I, 1957.<br />

I have requested Pr<strong>of</strong>essor Charles H. Bowman <strong>of</strong> the College <strong>of</strong> Law to<br />

take the responsibility <strong>of</strong> the administration <strong>of</strong> the Health Services, as Acting<br />

Administrator, and have also asked Dr. Glen W. Doolen, Assistant Pr<strong>of</strong>essor <strong>of</strong><br />

Hygiene and Medical Adviser in the Health Services, to serve as Acting Medical<br />

Director, reporting to the Acting Administrator, for the months <strong>of</strong> July and<br />

August, each at a salary based on an annual rate <strong>of</strong> $15,000 (the salary <strong>of</strong> the<br />

former Director). In Pr<strong>of</strong>essor Bowman's case this salary would be in addition<br />

to that being paid him during the academic year 1956-57, including the 1957 Summer<br />

Session, as Associate Pr<strong>of</strong>essor <strong>of</strong> Law. Both have accepted these assignments,<br />

and I request confirmation <strong>of</strong> this action.<br />

As a continuing interim arrangement I recommend the following appointments<br />

:<br />

CHARLES H. BOWMAN, Acting Administrator <strong>of</strong> the Health Services, from September<br />

1 through December 31, 1957, in addition to his appointment as<br />

Pr<strong>of</strong>essor <strong>of</strong> Law, at an additional salary <strong>of</strong> $680 a month.<br />

GLEN W. DOOLEN, Acting Medical Director <strong>of</strong> the Health Services, for one year<br />

from September I, 1957, at a salary <strong>of</strong> $15,000 on "Y" basis, and as Assistant<br />

Pr<strong>of</strong>essor <strong>of</strong> Hygiene and Medical Adviser in the Health Service for two<br />

years, beginning September 1, 1957. The salary as Acting Medical Director<br />

will include service as Assistant Pr<strong>of</strong>essor during 1957-58.<br />

LESTER M. DYKE, Pr<strong>of</strong>essor <strong>of</strong> Hygiene on indefinite tenure, beginning September<br />

!. I 9S7. at a salary <strong>of</strong> $12,300 on "A" basis.<br />

In honoring Dr. Dyke's request that he be relieved <strong>of</strong> his administrative<br />

assignments, I wish to record that University <strong>of</strong>ficials recognize that he has worked<br />

very hard in the administration <strong>of</strong> the programs <strong>of</strong> the Health Services and that<br />

a number <strong>of</strong> important accomplishments will be identified with his administration<br />

during the past years.<br />

On motion <strong>of</strong> Mrs. Watkins, the actions <strong>of</strong> the President were confirmed,<br />

and these appointments were approved.
