CONTRACT FOR CONSTRUCTION OF TERMINAL BUILDING<br />

AND CONTROL TOWER AT THE UNIVERSITY<br />

OF ILLINOIS AIRPORT<br />

(15) The Director <strong>of</strong> the Institute <strong>of</strong> Aviation and the Vice-President and Comptroller<br />

recommend award <strong>of</strong> a contract for $473,451 to Kuhne-Simmons Co., Inc.,<br />

Champaign, the lowest bidder, for the construction <strong>of</strong> the first unit <strong>of</strong> a Terminal<br />

Building and Control Tower at the University <strong>of</strong> Illinois Airport. This contractor<br />

submitted a low gross bid <strong>of</strong> $511474; acceptance <strong>of</strong> alternates, totaling $38,023,<br />

for omission <strong>of</strong> the observation deck and covered walkways is recommended to<br />

reduce the total cost <strong>of</strong> the project.<br />

The Board <strong>of</strong> Trustees has authorized the execution <strong>of</strong> a project agreement<br />

with the Federal Civil Aeronautics Administration and <strong>of</strong> an Agency and Participation<br />

Agreement with the State Department <strong>of</strong> Aeronautics for these improvements<br />

at the Airport. This contemplated an allocation <strong>of</strong> $168,000 <strong>of</strong> federal funds<br />

and $160,000 <strong>of</strong> state funds. As building plans were developed, certain refinements<br />

and improvements were found to be desirable as a result <strong>of</strong> which the total cost<br />

<strong>of</strong> the project is higher than the original estimates. On the basis <strong>of</strong> bids received<br />

it is clear that the total cost <strong>of</strong> the project will be $530,000. The Federal Civil<br />

Aeronautics Administration has indicated that it will contribute $254,550 and the<br />

State Department <strong>of</strong> Aeronautics will contribute $240,000. Hence, an assignment<br />

<strong>of</strong> $35,450 from University funds will be required <strong>of</strong> which $25,450 is currently<br />

available in the Airport Revolving Account leaving $10,000 to be assigned from<br />

the General Reserve.<br />

It is recommended that:<br />

1. The Comptroller and the Secretary <strong>of</strong> the Board <strong>of</strong> Trustees be authorized<br />

to execute a revised agreement with the Federal Civil Aeronautics Administration<br />

and a revised Agency and Participation Agreement with the Department <strong>of</strong><br />

Aeronautics <strong>of</strong> Illinois consistent with the revised estimates <strong>of</strong> funds to be<br />

provided by these agencies;<br />

2. An assignment <strong>of</strong> $25,450 be made from the Airport Revolving Account<br />

and an assignment <strong>of</strong> $10,000 be made from the University's General Reserve<br />

Fund for these portions <strong>of</strong> the University's costs;<br />

3. A contract for $473,451 be awarded to Kuhne-Simmons Co., Inc., Champaign,<br />

for the construction <strong>of</strong> the Terminal Building and Control Tower; and that<br />

4. The following resolution be adopted:<br />

Resolution Accepting, Adopting, and Authorizing Execution <strong>of</strong> Acceptance<br />

<strong>of</strong> Grant Offer <strong>of</strong> the Administrator <strong>of</strong> Civil Aeronautics, Constituting<br />

Grant Agreement Between the Board <strong>of</strong> Trustees <strong>of</strong> the<br />

University <strong>of</strong> Illinois and the United States<br />

WHEREAS, the Administrator <strong>of</strong> Civil Aeronautics, for and in behalf <strong>of</strong> the<br />

United States, has extended to the Board <strong>of</strong> Trustees <strong>of</strong> the University <strong>of</strong> Illinois<br />

a formal Grant Offer, dated June 13, 1958, pursuant to the <strong>Project</strong> Application <strong>of</strong><br />

the Board <strong>of</strong> Trustees <strong>of</strong> the University <strong>of</strong> Illinois submitted to the Civil Aeronautics<br />

Administration, dated February 21, 1958, all as hereinbelow set forth, and<br />

all relating to the development <strong>of</strong> the University <strong>of</strong> Illinois Airport; the same<br />

bearing F.A.A. <strong>Project</strong> No. 9-11-026-5802; and<br />

WHEREAS, pursuant to and for the purposes <strong>of</strong> carrying out the provisions <strong>of</strong><br />

the Federal Airport Act (60 Stat. 170; Public Law 377, 79th Congress), it is<br />

necessary that said Grant Offer be duly and formally accepted by the Board <strong>of</strong><br />

Trustees <strong>of</strong> the University <strong>of</strong> Illinois; and<br />

WHEREAS, such Grant Offer and such Acceptance there<strong>of</strong>, duly executed,<br />

together shall constitute the Grant Agreement between the Board <strong>of</strong> Trustees <strong>of</strong><br />

the University <strong>of</strong> Illinois and the United States relating to said airport-development<br />

<strong>Project</strong>; and<br />

WHEREAS, the said Grant Offer is in the words, figures, and form following:
