Pr<strong>of</strong>essor L. E. Card, who has been Head <strong>of</strong> the Department since 1945 and<br />

a member <strong>of</strong> the faculty since 1922, now on special assignment for two years<br />

as Pr<strong>of</strong>essor <strong>of</strong> Animal Science and Group Leader for x\gricultural Research<br />

and Development in the International Cooperation Administration Program in<br />

India, has asked to be relieved <strong>of</strong> the headship <strong>of</strong> the department upon his<br />

return to the University.<br />

A special search committee to study the qualifications <strong>of</strong> available candidates<br />

has recommended this appointment, and all members <strong>of</strong> the Department<br />

<strong>of</strong> Animal Science <strong>of</strong> pr<strong>of</strong>essorial rank have been consulted. The Vice-<br />

President and Provost and the Dean <strong>of</strong> the Graduate College join in the recommendation.<br />

I concur.<br />

On motion <strong>of</strong> Mr. Swain, this appointment was approved.<br />

APPOINTMENT OF DIRECTOR OF PURCHASES<br />

(6) The Vice-President and Comptroller recommends the appointment <strong>of</strong><br />

James E. Osborn, now Assistant Director <strong>of</strong> Purchases, as Director <strong>of</strong> Purchases<br />

beginning September I, 1958, to succeed Mr. H. M. Edwards who will<br />

retire after forty years <strong>of</strong> service in this position. The salary will be determined<br />

when the budget for 1958-59 is submitted to the Board <strong>of</strong> Trustees for<br />

approval.<br />

I concur.<br />

On motion <strong>of</strong> Mr. Johnston, this appointment was approved, and<br />

the Board recorded its appreciation <strong>of</strong> Mr. Edwards' many years <strong>of</strong><br />

faithful and dedicated service. The Secretary was requested to send<br />

him a letter on behalf <strong>of</strong> the Trustees expressing their appreciation.<br />

HONORARY DEGREE FOR AGNES CHASE<br />

(7) The Urbana Senate has recommended that the honorary degree <strong>of</strong> Doctor<br />

<strong>of</strong> Science (D.Sc.) be conferred on Mrs. Agnes Chase, Research Associate <strong>of</strong><br />

the National Herbarium <strong>of</strong> the Smithsonian Institution, Washington, D.C., at<br />

a time to be determined by the Board <strong>of</strong> Trustees. Mrs. Chase, a native <strong>of</strong><br />

Illinois, is considered one <strong>of</strong> the most distinguished <strong>of</strong> all American botanists.<br />

She retired from her post as Senior Botanist at the Smithsonian Institution in<br />

1939 when she reached the age limit <strong>of</strong> active service but has continued her lifelong<br />

studies <strong>of</strong> the Gramineae, the large and complex family <strong>of</strong> the grasses, as<br />

Research Associate at the Smithsonian, an honorary title bestowed on her.<br />

A copy <strong>of</strong> the report <strong>of</strong> the Senate Committee on Honorary Degrees recommending<br />

this award is submitted herewith and a copy is being filed with<br />

the Secretary <strong>of</strong> the Board for record.<br />

I concur in this recommendation.<br />

On motion <strong>of</strong> Mrs. Holt, this recommendation was approved. The<br />

President stated that Mrs. Chase will attend the Commencement Exercises<br />

at Urbana-Champaign on June 14, 1958, at which time the degree<br />

will be conferred upon her, and this was approved by the Board.<br />

CONTRACTUAL AGREEMENT FOR EXTRAMURAL CLASSES<br />

(8) For some time the Division <strong>of</strong> University Extension has been conducting<br />

extramural classes for industrial and business concerns, government agencies,<br />

labor organizations, and other associations or institutions. The classes are<br />

open only to employees and other individuals selected by the sponsoring agency.<br />

They include both non-credit and University-credit courses. The sponsor pays<br />

an amount which is at least equal to the direct costs <strong>of</strong> conducting the course.<br />

This always is a larger amount than would be collected if the usual fees were<br />

assessed.<br />

Since the Board <strong>of</strong> Trustees has established a schedule <strong>of</strong> fees for extramural<br />

courses, it is desirable to have formal approval <strong>of</strong> these arrangements.<br />

The Dean <strong>of</strong> the Division <strong>of</strong> University Extension and the Vice-President and<br />

Comptroller recommend that the Dean be authorized to enter into contractual<br />

arrangements with organizations to conduct extramural classes which are open
