MINUTES APPROVED<br />

The Secretary presented the minutes <strong>of</strong> the meetings <strong>of</strong> February 14<br />

and March 12, 1957, press pro<strong>of</strong> copies <strong>of</strong> which had been sent to all<br />

members <strong>of</strong> the Board in advance.<br />

On motion <strong>of</strong> Mr. Johnston, the minutes were approved as printed<br />

on pages 247 to 338, inclusive.<br />

BUSINESS PRESENTED BY THE PRESIDENT OF THE UNIVERSITY<br />

The Board considered the following reports and recommendations<br />

from the President <strong>of</strong> the University.<br />

APPOINTMENTS TO THE FACULTY<br />

(1) The following new appointments to the faculty <strong>of</strong> the rank <strong>of</strong> Assistant Pr<strong>of</strong>essor<br />

and above, and involving tenure, have been approved since the previous<br />

meeting <strong>of</strong> the Board <strong>of</strong> Trustees.<br />

1. C. GREGORY BASSETT, Associate Pr<strong>of</strong>essor <strong>of</strong> City Planning, in the Department<br />

<strong>of</strong> City Planning and Landscape Architecture, beginning September I, 1957, at<br />

an annual salary <strong>of</strong> $7,000 (A).<br />

2. PAUL H. COY, Associate Pr<strong>of</strong>essor <strong>of</strong> Architecture, beginning September 1,<br />

1957, at an annnual salary <strong>of</strong> $8,000 (D).<br />

3. WALTER H. FRANKE, Assistant Pr<strong>of</strong>essor in the Institute <strong>of</strong> Labor and Industrial<br />

Relations, beginning July 1, 1957, at an annual salary <strong>of</strong> $7,000 (DY).<br />

4. JACK ISAKOFF, Visiting Pr<strong>of</strong>essor <strong>of</strong> Political Science, for the first semester <strong>of</strong><br />

1957-58, at a salary <strong>of</strong> $5,000 (G).<br />

5. DAVID M. JACKSON, Principal <strong>of</strong> University High School and Assistant Pr<strong>of</strong>essor<br />

<strong>of</strong> Education, beginning August 15, 1957, at an annual salary <strong>of</strong> $9,000<br />

(BY).<br />

6. HENRY F. KAISER, Assistant Pr<strong>of</strong>essor <strong>of</strong> Education, in the Bureau <strong>of</strong> Educational<br />

Research, beginning September 1, 1957, at an annual salary <strong>of</strong> $7,000<br />

(BY).<br />

7. DAVID A. SAUER, Assistant Pr<strong>of</strong>essor <strong>of</strong> Architecture, beginning September I,<br />

i957i at an annual salary <strong>of</strong> $6,500 (B).<br />

On motion <strong>of</strong> Mrs. Watkins, these appointments were confirmed.<br />

HEADSHIP OF THE DEPARTMENT OF ENGLISH<br />

(2) The Dean <strong>of</strong> the College <strong>of</strong> Liberal Arts and Sciences recommends the appointment<br />

<strong>of</strong> Robert W. Rogers, now Pr<strong>of</strong>essor <strong>of</strong> English and Executive Secretary<br />

<strong>of</strong> the Department <strong>of</strong> English, as Pr<strong>of</strong>essor <strong>of</strong> English on indefinite tenure<br />

and Head <strong>of</strong> the Department beginning September I, 1957. The salary <strong>of</strong> this<br />

position will be determined later when the budget for 1957-58 is prepared and<br />

submitted to the Board for approval. The appointment is to replace Pr<strong>of</strong>essor<br />

Gordon N. Ray, presently Head <strong>of</strong> the Department, who will become Vice-<br />

President and Provost on September I.<br />

All members <strong>of</strong> the Department <strong>of</strong> English <strong>of</strong> pr<strong>of</strong>essorial rank have been<br />

consulted in accordance with the provision in the University <strong>of</strong> Illinois Statutes<br />

governing the appointment <strong>of</strong> a head <strong>of</strong> a department. The Vice-President and<br />

Provost, the Dean <strong>of</strong> the Graduate College, and the Executive Committee <strong>of</strong> the<br />

College concur.<br />

I recommend approval.<br />

On motion <strong>of</strong> Mr. Herrick, this appointment was approved.<br />

HEADSHIP OF DIGITAL COMPUTER LABORATORY<br />

(3) Pr<strong>of</strong>essor N. M. Newmark, Head <strong>of</strong> the Department <strong>of</strong> Civil Engineering,<br />

has also been serving as Chairman <strong>of</strong> the Digital Computer Laboratory. He has<br />

asked to be relieved <strong>of</strong> this assignment, effective September 1, 1957. Administratively,<br />

the Laboratory is under the Graduate College. The Dean recommends that<br />

the Laboratory be given the status <strong>of</strong> a department and that it be governed in its<br />

organization and administration by the provision in the University Statutes relating<br />

to a department. He also recommends that Dr. Ralph E. Meagher, Research Pr<strong>of</strong>essor<br />

<strong>of</strong> Physics and Chief Engineer <strong>of</strong> the Digital Computer, be appointed Head
