CHANGE IN REGULATIONS GOVERNING ADMINISTRATION<br />

OF ILLINOIS ACCOUNTANCY LAW<br />

(9) The Committee on Accountancy and the Board <strong>of</strong> Examiners in Accountancy<br />

jointly recommend a change in the condition rule for the C.P.A. examination<br />

in the University Regulations adopted by the Board <strong>of</strong> Trustees for the<br />

administration <strong>of</strong> the Illinois Accountancy Law.<br />

The rule as amended would read as follows and I concur in the Committee's<br />

recommendation:<br />

25. A candidate under Section 2 <strong>of</strong> the Act may acquire condition standing in<br />

the subject or subjects failed if he<br />

a. Passes Theory <strong>of</strong> Accounts and Practical Accounting* only and fails<br />

Auditing and Law with grades not lower than 50 in each subject failed;<br />

b. Or passes in both Auditing and Law and attains a grade not lower than<br />

60 in Theory <strong>of</strong> Accounts and Practical Acounting*;<br />

c. Or passes Theory <strong>of</strong> Accounts and Practical Accounting* and one other<br />

subject, Auditing or Law, regardless <strong>of</strong> the grade received in the subject<br />

failed.<br />

A candidate who achieves condition standing under paragraph a, b, or c<br />

above shall be credited with the subject or subjects in which he received<br />

passing grades and may upon application and the payment <strong>of</strong> the required<br />

examination fees (listed below) present himself for re-examination in the<br />

subject or subjects in which he failed at any three <strong>of</strong> the six semiannual<br />

examinations next succeeding the examination at which he qualified for such<br />

partial re-examination. Whenever a candidate presents himself for reexamination<br />

he must write on all subjects in which he then has failing<br />

grades.<br />

If on re-examination, the candidate passes in the subjects in which he has<br />

failed, he shall be eligible for the C.P.A. certificate; if he fails to so qualify,<br />

he shall revert to the status <strong>of</strong> a new applicant who is required to write the<br />

entire examination.<br />

The time limitation within which a candidate is required to pass subjects<br />

under this rule shall not include any period during which the applicant serves<br />

in the Armed Forces <strong>of</strong> the United States.<br />

Fees for each examination written under Rule 25 are as follows:<br />

For candidates writing Theory <strong>of</strong> Accounts and<br />

Practical Accounting $40 00<br />

For candidates writing Auditing or Commercial Law or a<br />

combination <strong>of</strong> Auditing and Commercial Law $30 00<br />

On motion <strong>of</strong> Mr. Johnston, this change was approved.<br />

REGULATIONS GOVERNING ASSESSMENT OF RESIDENT<br />

AND NONRESIDENT STUDENT FEES<br />

(10) Since 1922 the University has had regulations, approved by the Board <strong>of</strong><br />

Trustees, defining the residence status <strong>of</strong> students for the purpose <strong>of</strong> assessment<br />

<strong>of</strong> fees. These regulations require amendment from time to time to take into<br />

account changing conditions and circumstances. The Committee on Fees and<br />

the Dean <strong>of</strong> Admissions and Records have studied the regulations and recommend<br />

a number <strong>of</strong> changes to make the regulations consistent with recent changes<br />

in the state law relating to emancipated minors and to clarify language. Two<br />

principal changes would permit the assessment <strong>of</strong> the same tuition and other<br />

fees as are assessed against resident students in the cases <strong>of</strong> certain classes <strong>of</strong><br />

students who live in Illinois but who under present rules are classified as nonresidents,<br />

specifically: students from families <strong>of</strong> <strong>of</strong>ficers <strong>of</strong> the Armed Forces<br />

<strong>of</strong> the United States who are stationed in Illinois and from faculty families who<br />

have not yet acquired legal residence in terms <strong>of</strong> eligibility to vote in state<br />

elections. The complete text <strong>of</strong> the proposed regulations is given below.<br />

I recommend approval <strong>of</strong> the following new regulations.<br />

* The examination in Theory <strong>of</strong> Accounts and the two sessions <strong>of</strong> the examination in<br />

Practical Accounting are considered as one subject in administering this rule.
