The award in each case is to the lowest bidder.<br />

A report from the Director <strong>of</strong> the Physical Plant, including schedules <strong>of</strong> the<br />

bids received, is submitted herewith, and a copy is being filed with the Secretary <strong>of</strong><br />

the Board for record.<br />

It was necessary to act on the utility distribution proposals prior to February<br />

0, 1957. especially for the construction <strong>of</strong> underground duct runs and manholes in<br />

order to hold the price. (An increase <strong>of</strong> $5,143 is asked if the time is extended.)<br />

Accordingly, the Vice-President and Comptroller has been authorized to issue a<br />

letter <strong>of</strong> intent to the R. A. Bland Electric Company (subject to final action <strong>of</strong> the<br />

Board <strong>of</strong> Trustees on February 14) to award a contract for this work in the<br />

amount <strong>of</strong> its firm low bid <strong>of</strong> $57,832. Until such time as financing for the project<br />

is secured, funds will be advanced from auxiliary enterprises reserves. The Company<br />

agreed to an extension <strong>of</strong> time for the award <strong>of</strong> the contract for furnishing<br />

and installation <strong>of</strong> electric distribution system cable and load center equipment<br />

beyond February 9, 1957, provided that it is given an extension <strong>of</strong> thirty days for<br />

completion <strong>of</strong> the work. This extension will not create a serious problem and will<br />

be granted.<br />

I concur in the recommendation for the awards <strong>of</strong> these contracts, and I<br />

recommend that the Comptroller and the Secretary <strong>of</strong> the Board be authorized to<br />

execute said contracts when the bids for the purchase <strong>of</strong> revenue bonds have been<br />

accepted, except that the contract for the underground duct runs and manholes be<br />

awarded now.<br />

If the necessary approvals are received from the Housing and Home Finance<br />

Agency, it may be desirable to sell the bonds to finance construction <strong>of</strong> the project<br />

prior to the next Board meeting, and I recommend that the Executive Committee<br />

lie authorized to act for the Board in approving the sale <strong>of</strong> bonds to the firm or<br />

firms submitting the bids most advantageous to the University.<br />

On motion <strong>of</strong> Mr. Livingston, these contracts were awarded, as recommended,<br />

by the following vote: Aye, Mr. Bissell, Mr. Herrick, Mrs.<br />

Holt, Mr. Johnston, Mr. Livingston, Mr. Megran, Mr. Swain, Mrs.<br />

Watkins, Mr. Williamson; no, none; absent, Mr. Nickell, Mr. Stratton.<br />

CONTRACT FOR INTERIOR DECORATING IN<br />

MEN'S RESIDENCE HALLS<br />

(12) The Director <strong>of</strong> the Physical Plant and the Vice-President and Comptroller<br />

recommend employment <strong>of</strong> Ernst C. Von Amnion, 920 North Michigan Avenue,<br />

Chicago, Illinois, for interior decorating services for the lounges, recreation<br />

rooms, head residents' apartments, and for the dining rooms <strong>of</strong> the food service<br />

building <strong>of</strong> the Men's Residence Halls to be constructed on the northwest half <strong>of</strong><br />

the Parade Ground area. He has agreed to do this for a fee <strong>of</strong> $3,800, or slightly<br />

over 3 per cent <strong>of</strong> the total estimated cost <strong>of</strong> the furnishings for which he will<br />

be responsible, which is a very reasonable fee.<br />

I concur and recommend that the Comptroller and the Secretary <strong>of</strong> the Board<br />

be authorized to execute a contract with Mr. Von Amnion for these services.<br />

On motion <strong>of</strong> Mr. Johnston, this contract was awarded, and the<br />

Comptroller and the Secretary <strong>of</strong> the Board were authorized to execute<br />

the same.<br />

ADDITION TO CONTRACT FOR ALTGELD HALL ADDITION<br />

(13) The Director <strong>of</strong> the Physical Plant and Vice-President and Comptroller<br />

recommend an increase <strong>of</strong> $12,010 in the contract with C. A. Petry and Sons for<br />

general work on the addition to Altgeld Hall for interior painting and acoustical
