5. To provide a firm basis for financing this program, all full-time staff<br />

members to be advised <strong>of</strong> the program and given an opportunity to apply<br />

for reserved space, based on a payment <strong>of</strong> the $60 fee. The number <strong>of</strong><br />

additional parking spaces (within the quota) to be constructed will be<br />

limited to the number <strong>of</strong> written applications for such space.<br />

B. That the following be substituted for items la, ib, 2a, and 2b in the regulations<br />

adopted by the Board <strong>of</strong> Trustees at its meeting on January 28, 1956:<br />

1. The area <strong>of</strong> restricted parking for student-operated cars, including the<br />

streets named, shall be as follows:<br />

Southern Boundary — Florida Avenue from Orchard Street to Lincoln<br />

Avenue; Lincoln Avenue from Florida Avenue to Pennsylvania Avenue<br />

; Pennsylvania Avenue from Lincoln Avenue to the Illinois Central<br />

tracks.<br />

Western Boundary—Illinois Central tracks from Pennsylvania Avenue<br />

extended north to Green Street; Green Street from the Illinois Central<br />

tracks to First Street; and First Street from Green Street north<br />

to University Avenue.<br />

Northern Boundary—University Avenue from First Street to Lincoln<br />

Avenue.<br />

Eastern Boundary — Lincoln Avenue from University Avenue south to<br />

Green Street; Green Street east from Lincoln Avenue to Orchard<br />

Street; and Orchard Street from Green Street south to Florida<br />

Avenue.<br />

2. All students shall be prohibited from parking<br />

a. Within the restricted parking area as described above during the hours<br />

<strong>of</strong> 1:00 a.m. to 5:00 p.m., Monday through Friday, while the University<br />

is in session.<br />

b. On any University street, drive, or designated parking lot, except<br />

when posted to the contrary.<br />

c. Exceptions:<br />

(1) All students may park on University streets and city streets in the<br />

restricted area from 5:00 p.m. to 1:00 a.m.<br />

(2) All students living outside the restricted parking area may park<br />

on city streets west <strong>of</strong> Fourth Street in Champaign and east <strong>of</strong><br />

Lincoln Avenue in Urbana between 6:00 a.m. and 1:00 a.m.<br />

(3) Graduate and pr<strong>of</strong>essional students with baccalaureate degrees<br />

who hold at least a half-time academic teaching or research appointment<br />

and graduate and pr<strong>of</strong>essional fellows will be given<br />

permits which will permit them to park in the faculty-staff lots<br />

from 5:00 p.m. to 1:00 a.m. and on University and city streets in<br />

the restricted area at any time, subject to city regulations. Other<br />

graduate and pr<strong>of</strong>essional students with baccalaureate degrees may<br />

park at any time on city streets within the restricted area, subject<br />

to city regulations.<br />

(4) All students may park in metered spaces on city streets from 6:00<br />

a.m. to 1:00 a.m.<br />

3- Within the restricted area, all students requiring overnight storage may<br />

either<br />

a. Use an <strong>of</strong>f-street garage or storage space for their vehicles or<br />

b. Garage their vehicles in a designated University storage area provided<br />

at University expense.<br />

4- Any undergraduate student and any graduate or pr<strong>of</strong>essional student not<br />

holding at least a half-time appointment or a fellowship enrolled at the<br />

Champaign-Urbana Campus and owning and/or operating a car will be<br />

assessed a fee <strong>of</strong> $15 a year ($7.50 a semester).<br />

t- That the Physical Plant Department be instructed to proceed to the implementation<br />

<strong>of</strong> the plan subject to review and approval by the Vice-President<br />

and Provost's Office, so that it may become operative by September 1, 1958.<br />

I recommend that the Board <strong>of</strong> Trustees adopt the plan presented in genial,<br />

and that the President <strong>of</strong> the University be authorized to amend it from<br />

Jwie to time in the light <strong>of</strong> experience and upon appropriate recommendations.<br />
