CHANGES IN REGULATIONS GOVERNING ADMINISTRATION<br />

OF ILLINOIS ACCOUNTANCY LAW<br />

(10) Under the Illinois Accountancy Law, the University <strong>of</strong> Illinois has the<br />

responsibility <strong>of</strong> examining candidates for certificates <strong>of</strong> Certified Public Accountant<br />

in this State. The Board <strong>of</strong> Trustees has adopted regulations for the administration<br />

<strong>of</strong> the University's responsibilities under the law. The Committee on<br />

Accountancy recommends that these regulations be amended to take into account<br />

recent changes in the law and actions <strong>of</strong> the Board <strong>of</strong> Trustees. The following<br />

regulations are recommended. (For the most part, they are merely additions or<br />

omissions to bring the rules in agreement with the changes in various sections <strong>of</strong><br />

the Accountancy Act.)<br />

The Committee is recommending that the fee for the Certified Public Accountant<br />

examination be increased from $25 to $50 as authorized in the Act. Also that<br />

the fees for partial examinations under the Condition Rule be increased in proportion,<br />

the $20 fee be increased to $40 and the $15 fee to $30. The Committee feels<br />

that this increase in fees is essential to assure sufficient income from the fees to<br />

cover the increased cost <strong>of</strong> operating the examination including cost <strong>of</strong> questions,<br />

supplies, grading services, and the University's part in the administering <strong>of</strong> the<br />

examination.<br />

I recommend adoption <strong>of</strong> these revised regulations to supersede those currently<br />

in effect.<br />

On motion <strong>of</strong> Mr. Johnston, the following revised recommendations<br />

were adopted, to become effective as <strong>of</strong> July 1, 1957.<br />

THE UNIVERSITY REGULATIONS ADOPTED BY THE BOARD OF TRUSTEES<br />

FOR ADMINISTERING THE ILLINOIS ACCOUNTANCY LAW<br />

The University Committee on Accountancy<br />

1. The administrative functions <strong>of</strong> the University <strong>of</strong> Illinois under the Accountancy<br />

Act <strong>of</strong> 1943 as amended shall be performed by a Committee on Accountancy<br />

responsible to the President <strong>of</strong> the University. The Committee shall<br />

consist <strong>of</strong> the Dean <strong>of</strong> Admissions and Records or his deputy and two other<br />

members <strong>of</strong> the University staff, to be appointed by the President.<br />

2. This Committee shall receive all applications for examinations under the Act,<br />

shall examine all evidence submitted by such applicants in support <strong>of</strong> their<br />

applications, and shall issue to approved applicants cards <strong>of</strong> admission to the<br />

examinations; and no candidate shall be examined who does not present to the<br />

Board <strong>of</strong> Examiners, at the time and place <strong>of</strong> examination as advertised, such<br />

card <strong>of</strong> admission, signed by the Secretary <strong>of</strong> the Committee.<br />

3. This Committee shall designate the times and places <strong>of</strong> all examinations under<br />

the Act, shall advertise the same according to the provisions <strong>of</strong> the law, and<br />

shall supervise the conduct <strong>of</strong> such examinations.<br />

4. This Committee shall receive from the Board <strong>of</strong> Examiners, hereinafter referred<br />

to, the questions to be used at all examinations and shall arrange for an<br />

adequate supply <strong>of</strong> these examination questions to be delivered to the examining<br />

Board in time for use at the examinations as advertised.<br />

5. The Committee shall receive the reports <strong>of</strong> the grades <strong>of</strong> all candidates who<br />

have taken the examinations under this Act from the Board <strong>of</strong> Examiners and<br />

shall certify to the President the names <strong>of</strong> the candidates who attain passing<br />

grades and who satisfy the other qualifications prescribed by the Act.<br />

6. This Committee shall receive all applications for the C.P.A. certificate filed<br />

under Section 5 <strong>of</strong> the Act, shall examine all evidence submitted by such<br />

applicants in support <strong>of</strong> their applications, and shall certify to the President<br />

those applicants who comply with the provisions <strong>of</strong> this Section.<br />

7- This Committee shall receive and certify all statements <strong>of</strong> expenses and fees<br />

<strong>of</strong> the Board <strong>of</strong> Examiners.<br />

The Board <strong>of</strong> Examiners<br />

Established under Section 2 <strong>of</strong> the Act<br />

8. The Board <strong>of</strong> Examiners for the examination <strong>of</strong> candidates for the certificate<br />

<strong>of</strong> Certified Public Accountant under Section 2 <strong>of</strong> the Act shall consist <strong>of</strong><br />

three members.
