(approximately $3,000), to be paid by the University only if funds are not<br />

available for the balance <strong>of</strong> the contract. The cost <strong>of</strong> the drawings is included in<br />

the bid so that if funds are available for the installation <strong>of</strong> the equipment, the<br />

contractor will recover the cost under the contract.<br />

It is also recommended that action on the contracts for the following installations<br />

be deferred, pending negotiations with the lowest bidders to determine<br />

if they will execute contracts subject to the availability <strong>of</strong> additional funds:<br />

Elevators — Hollister Whitney Company, Quincy $58 725<br />

Dumb-waiter — Gallaher and Speck, Inc., Chicago 4 200<br />

These phases <strong>of</strong> the work can be deferred until after July 1, 1957.<br />

The total budget <strong>of</strong> the project on the basis <strong>of</strong> the lowest bids received is<br />

$635,000 in excess <strong>of</strong> available funds. The appropriation for the Biology Building<br />

was reduced from the amount originally requested by the Board <strong>of</strong> Trustees,<br />

and it is not practicable to construct a building with less space than the first<br />

unit as now designed. Since the building can not be completed during the<br />

present biennium in any event, the State Department <strong>of</strong> Finance and some members<br />

<strong>of</strong> the Illinois Budgetary Commission have been consulted regarding the<br />

possibility <strong>of</strong> deferring the financing <strong>of</strong> approximately $635,000 <strong>of</strong> the construction<br />

costs until the 1957-59 biennium. This procedure has been agreed to in<br />

principle. In the event that an appropriation would not be forthcoming to complete<br />

the building, it would be possible to omit some <strong>of</strong> the work through<br />

change orders and still have a usable building although obviously departments<br />

occupying it would be handicapped.<br />

Only one bid on the general contract for the sewer work was received, and<br />

since this is one <strong>of</strong> the items which can be deferred until the next biennium, the<br />

Director <strong>of</strong> the Physical Plant and the Vice-President and Comptroller recommend<br />

that all bids on the sewer work be rejected, and that new bids be taken<br />

later.<br />

In support <strong>of</strong> the above recommendations, I submit a report from the<br />

Director <strong>of</strong> the Physical Plant detailing the reasons why the cost <strong>of</strong> this project<br />

will exceed funds presently available and outlining the alternatives. Appended<br />

to the report are a schedule <strong>of</strong> all bids received and a comparison <strong>of</strong> original<br />

estimates <strong>of</strong> cost with the project budget based on the lowest bids. A copy <strong>of</strong> this<br />

report is filed with the Secretary for record.<br />

I concur in these recommendations and recommend that the Comptroller<br />

and the Secretary <strong>of</strong> the Board be authorized to execute the contracts, subject<br />

to release <strong>of</strong> funds by the Governor.<br />

On motion <strong>of</strong> Mr. Livingston, the foregoing recommendations were<br />

approved, the contracts were awarded as recommended, and the Comptroller<br />

and Secretary <strong>of</strong> the Board were authorized to execute the<br />

same. This action was taken by the following vote: Aye, Mr. Herrick,<br />

Mr. Johnston, Mr. Livingston, Mr. Megran, Mr. Swain, Mrs. Watkins,<br />

Mr. Williamson; no, none; absent, Mr. Bissell, Mrs. Holt, Mr. Nickell,<br />

Mr. Stratton.<br />

CONTRACTS FOR REMODELING DAVENPORT HALL<br />

(8) The Director <strong>of</strong> the Physical Plant and the Vice-President and Comptroller<br />

recommend award <strong>of</strong> the following contracts for remodeling the Morrow Hall<br />

Wing <strong>of</strong> Davenport Hall:<br />

Base bid ($103,500), less Alternate A for substituting reinforced<br />

concrete for structural steel in the framing $812<br />

Plumbing and heating — Reliable Plumbing and Heating Company,<br />

Electrical work—Neal Morton doing business as Neal Morton Electric,<br />

Funds are available in the state appropriations to the University for 1955-57<br />

for buildings and other permanent improvements, subject to release by the<br />

Governor.
