In the case <strong>of</strong> present staff, other than assistants, a part <strong>of</strong> the adjustment to the<br />

new minima is being deferred until the 1958-59 budget.<br />

I recommend that this budget, covering the allocation <strong>of</strong> the estimated operating<br />

income from all sources for the year beginning July 1, 1957, be approved;<br />

and that the President <strong>of</strong> the University be authorized, in accordance with the<br />

needs <strong>of</strong> the University and the equitable interests involved and within total income,<br />

(a) to accept resignations, (b) to make such additional appointments as are<br />

necessary, subject to the provisions <strong>of</strong> the University Statutes and the Policy and<br />

Rules Relating to Compensation and Working Conditions <strong>of</strong> Nonacademic Employees,<br />

and (c) to make such changes and adjustments in items included in the<br />

budget as are needed, all such changes to be covered in the Vice-President and<br />

Comptroller's quarterly financial report or in reports to the Board by its Secretary,<br />

provided that assignments for new projects or programs and for nonrecurring<br />

expenditures in excess <strong>of</strong> $2,500 shall be presented to the Board <strong>of</strong> Trustees for<br />

prior approval.<br />

President Livingston reported that members <strong>of</strong> the Board <strong>of</strong> Trustees,<br />

working as a Committee <strong>of</strong> the Whole at a meeting held on July<br />

15, 1957, reviewed the budget in detail in consultation with the President,<br />

the Vice-President and Provost, and the Vice-President and<br />

Comptroller <strong>of</strong> the University, and that this Committee supports the<br />

budgetary recommendations with certain amendments which the Committee<br />

made on its initiative.<br />

President Henry reviewed the presentations he had made to the<br />

Committee <strong>of</strong> the Whole based on the "Condensed Analysis and Summaries"<br />

submitted to the Board along with the detailed budget in advance<br />

<strong>of</strong> the meeting. Copies <strong>of</strong> all supporting documents are being<br />

filed with the Secretary <strong>of</strong> the Board for record.<br />

Following full discussion in which all <strong>of</strong> the Trustees present participated,<br />

on motion <strong>of</strong> Mr. Johnston, the budget was adopted, the<br />

schedule <strong>of</strong> minimum academic salaries was approved, the President <strong>of</strong><br />

the University was authorized to take the actions specified above, and<br />

the necessary appropriations were made as recommended.<br />

This action was taken by the following vote: Aye, Mr. Bissell, Mrs.<br />

Holt, Mr. Hughes, Mr. Johnston, Mr. Livingston, Mr. Nickell, Mrs.<br />

Watkins, Mr. Williamson; no, none; absent, Mr. Herrick, Mr. Stratton,<br />

Mr. Swain.<br />

INTERNAL BUDGET OF THE ATHLETIC ASSOCIATION FOR 1957-5 8<br />

(2) The Director <strong>of</strong> Intercollegiate Athletics submits, on behalf <strong>of</strong> the Board <strong>of</strong><br />

Directors <strong>of</strong> the Athletic Association, the budget for the Association for 1957-58<br />

which is summarized as follows with comparative figures for the preceding year:<br />

The budget has been examined and approved by the Vice-President and<br />

Provost and the Vice-President and Comptroller.<br />

I recommend that this budget be approved and that the President <strong>of</strong> the University<br />

be authorized to make such changes and adjustments, including approval <strong>of</strong><br />

new appointments and acceptance <strong>of</strong> resignations, as are necessary and recommended<br />

by the Board <strong>of</strong> Directors <strong>of</strong> the Athletic Association within the total<br />

income realized.
