all the Russian merchants and fac<strong>to</strong>ry owners were <strong>to</strong> compute<br />

with equal detail and precision the outside workers<br />

employed by them?*<br />

Reference should be made here <strong>to</strong> the industrial village <strong>of</strong><br />

Rasskazovo, Tambov Uyezd, Tambov Gubernia (population<br />

in 1897 was 8,283), a centre both <strong>of</strong> “fac<strong>to</strong>ry” industry (cloth<br />

mills, soap-works, tanneries and distilleries) and <strong>of</strong> “handicraft”<br />

industry, the latter being closely connected with the<br />

former; and <strong>to</strong> the industries: tanning, felt-making (as many<br />

as 70 masters, and establishments employing from 20 <strong>to</strong><br />

30 workers), glue-making, boot-making, s<strong>to</strong>cking knitting<br />

(there is not a household where s<strong>to</strong>ckings are not knit from<br />

wool that “buyers-up” give out by weight), etc. Near this<br />

village is the suburb <strong>of</strong> Belaya Polyana (300 households),<br />

celebrated for industries <strong>of</strong> the same kind. In Morshansk<br />

Uyezd, the centre <strong>of</strong> the handicraft industries is the village<br />

<strong>of</strong> Pokrovskoye-Vasilyevskoye, which is also the centre <strong>of</strong><br />

fac<strong>to</strong>ry industry (see Direc<strong>to</strong>ry and Reports and Investigations,<br />

<strong>Vol</strong>. III). In Kursk Gubernia, noteworthy as industrial<br />

villages and centres <strong>of</strong> “handicraft” industries are the suburbs:<br />

Veliko-Mikhailovka (Novy Oskol Uyezd; population<br />

in 1897 was 11,853), Borisovka (Graivoron Uyezd—<br />

18,071 inhabitants), Tomarovka (Belgorod Uyezd, 8,716<br />

inhabitants), Miropolye (Sudzha Uyezd, over 10,000 inhabitants.<br />

for 1888-1889). In the same villages you will also find<br />

leather “works” (see Direc<strong>to</strong>ry for 1890). The principal<br />

“handicraft” industry is leather and boot-making. It arose as<br />

there are about 2,200 furriers and 2,300 sheepskin-coat-makers in<br />

this district; in 1877 as many as 5,500 “handicraftsmen” were counted.<br />

Probably, the making <strong>of</strong> hair sieves in this uyezd is organised in the<br />

same way; in this industry there are engaged about 40 villages and as<br />

many as 4,000 people, known as “Mardassers” (from the name <strong>of</strong> this<br />
