Cadastre—a public record <strong>of</strong> the extent, value and ownership<br />

<strong>of</strong> land, etc., for purposes <strong>of</strong> taxation. The cadastral surveys<br />

gave particulars <strong>of</strong> land held, incomes <strong>of</strong> inhabitants and<br />

descriptions <strong>of</strong> streets, monasteries, fortifications, etc. The oldest<br />

cadastre now extant dates back <strong>to</strong> the 15th century, but most<br />

<strong>of</strong> those that have been preserved relate <strong>to</strong> the 17th century.<br />

Surveys for the cadastre were made by special commissions<br />

appointed by the central government authorities. p. 415<br />

The Law <strong>of</strong> June 2, 1897 established a working day <strong>of</strong> 112 hours<br />

for industrial enterprises and railway workshops. Prior <strong>to</strong> the<br />

adoption <strong>of</strong> this law the working day in Russia was unlimited<br />

and lasted as long as 14 and 15 hours and even more. The tsar’s<br />

government was forced <strong>to</strong> adopt this law due <strong>to</strong> the pressure<br />

<strong>of</strong> the working-class movement, which was led by the “League<br />

<strong>of</strong> Struggle for the Emancipation <strong>of</strong> the Working Class” headed<br />

by <strong>Lenin</strong>. A detailed analysis and criticism <strong>of</strong> the law is given<br />

by <strong>Lenin</strong> in his pamphlet: The New Fac<strong>to</strong>ry Law. (See present<br />

The table that follows is based on a similar but more detailed<br />

table published in the Vestnik Finansov, Issue No. 42, 1898. p. 423<br />

Prior <strong>to</strong> 1864 the gunsmiths <strong>of</strong> Tula were serfs <strong>of</strong> the state and<br />

lived in special suburbs (slobodas). (The state blacksmiths’<br />

sloboda, etc.) They were divided in<strong>to</strong> guilds: barrel, gun-s<strong>to</strong>ck,<br />

lock, instrumental, etc. For the carrying out <strong>of</strong> auxiliary work<br />

serf-peasants from a number <strong>of</strong> villages were attached <strong>to</strong> the Tula<br />

arms fac<strong>to</strong>ries, their task being <strong>to</strong> prepare charcoal for the gunsmiths,<br />

guard the forests allocated <strong>to</strong> the fac<strong>to</strong>ries, and do jobs<br />

in the fac<strong>to</strong>ry yards.
