The famine <strong>of</strong> 1891 affected the east and south-east gubernias<br />

<strong>of</strong> European Russia with particular severity, its scale exceeding<br />

all similar calamities that had befallen the country. It ruined<br />

The Valuyev Commission—the “Commission <strong>to</strong> Investigate the<br />
