Persons entitled to borrow from the<br />
library<br />
Members <strong>of</strong> the Council <strong>of</strong> <strong>Swinburne</strong>.<br />
Full-time and part-time staff members <strong>of</strong> <strong>Swinburne</strong><br />
<strong>University</strong> <strong>of</strong> <strong>Technology</strong>.<br />
Full-time and part-time students <strong>of</strong> <strong>Swinburne</strong> <strong>University</strong><br />
<strong>of</strong> <strong>Technology</strong>.<br />
Aooroved borrowers from other institutions with which<br />
~ilnburne has reciprocal borrowing agreements.<br />
Req~stered members <strong>of</strong> the <strong>Swinburne</strong> Library Information<br />
service.<br />
Such other persons or organisations as the <strong>Swinburne</strong> Librarian<br />
or Campus Librarian may from time to time approve as<br />
borrowers.<br />
Photocopying<br />
Photocopying machines are available in the library. Users must<br />
<strong>note</strong> the relevant provisions <strong>of</strong> the Copyright Act and abide by<br />
them.<br />
Borrowing<br />
All material borrowed must be recorded at appropriate issue<br />
points before the patron enters the security gate to leave the<br />
library. The borrower accepts responsibility for the care <strong>of</strong> any<br />
item borrowed and for its return in good condition on or before<br />
the due date. The library reserves the right to recall any item on<br />
loan before the expiration <strong>of</strong> the normal loan period.<br />
Most library materials may be returned to any <strong>of</strong> the campus<br />
libraries. Videocassettes must be returned to the campus from<br />
which they were borrowed.<br />
Identity cards<br />
A current <strong>Swinburne</strong> identity card must be presented each time<br />
an item is borrowed, otherwise service will be refused. Cards<br />
are not transferable and lost identity cards must be replaced<br />
immediately.<br />
Borrowing periods<br />
Students: the normal loan period for students is a fortnight. This<br />
period may be extended for a further fortnight provided that<br />
the item has not been reserved by another user and that it is<br />
not overdue.<br />
Staff: the normal loan period for staff members and higher<br />
degree students for most library material is four weeks. This<br />
period may be extended for a further four weeks provided that<br />
the item has not been resewed by another user and that it is<br />
not overdue.<br />
Reserve collections<br />
Most material in these collections may be borrowed for a<br />
period <strong>of</strong> two hours for use within the libraly. A small number<br />
<strong>of</strong> items are available for overnight loan.<br />
ltems not available for loan outside the<br />
library<br />
These include material in the reference collection, rare books<br />
and archive collection, and any items marked 'Not for loan' or<br />
'Display'.<br />
Periodicals and audiovisual material<br />
Details <strong>of</strong> loan conditions for items from the periodicals<br />
and audiovisual collections are contained in the campus<br />
library guides.<br />
Reservations<br />
ltems on loan may be reserved at any <strong>of</strong> the campus libraries.<br />
Reservations for items on loan will not be accepted from a<br />
person who already has the item or another copy <strong>of</strong> the item on<br />
loan.<br />
Lost or damaged material<br />
If an item is lost or damaged this must be reported immediately.<br />
If the item cannot be found after a reasonable search the<br />
borrower is responsible for the replacement cost plus an<br />
administrative charge. Borrowers are responsible for the cost <strong>of</strong><br />
replacement or repair <strong>of</strong> damaged items.<br />
Penalties<br />
Each campus library issues loans subject to the imposition <strong>of</strong><br />
penalties for late return and non-return <strong>of</strong> items. When an item<br />
falls overdue, borrowing privileges are suspended at all<br />
campuses. Further details <strong>of</strong> these penalties are contained in<br />
the campus library guides. For students, the issuing <strong>of</strong> results<br />
and eligibility for re-enrolment and awards is dependent upon<br />
all outstanding library penalties being resolved. For staff, all<br />
material on loan to them must be returned and all penalties<br />
resolved before they leave employment with <strong>Swinburne</strong>.<br />
Rules for general conduct<br />
Eating, drinking and smoking are not permitted in the<br />
libraries.<br />
Playing games is not permitted in the library.<br />
Bags and cases may be brought into the library and must upon<br />
request be presented for inspection at the library exit.<br />
An atmosphere <strong>of</strong> quiet must be maintained in the library so<br />
that it is at all times-a place conducive to independent study<br />
and quiet reading. Discussion is permitted only in areas so<br />
designated.<br />
Any person who, in the opinion <strong>of</strong> a library staff member and<br />
the senior staff member on the premises, repeatedly fails to<br />
observe any <strong>of</strong> the above rules, or who engages in anti-social<br />
behaviour or damages library property in any way, must<br />
produce a <strong>Swinburne</strong> identity card on request.<br />
Offenders will be responsible for all damage caused, and will be<br />
subject to disciplinary action which may result in exclusion from<br />
the library and suspension <strong>of</strong> borrowing privileges.<br />
If a student is dissatisfied with any punitive action taken by the<br />
library a request for it to be reviewed in accordance with<br />
<strong>Swinburne</strong>'s <strong>of</strong>ficial 'Grievance Procedures' can be made.<br />
Power to alter rules<br />
One or more <strong>of</strong> the rules may be changed from time to time by<br />
the Vice-Chancellor or Deputy Vice-Chancellor, on the<br />
recommendation <strong>of</strong> the <strong>Swinburne</strong> Librarian.<br />
At the discretion <strong>of</strong> the <strong>Swinburne</strong> Librarian one or more <strong>of</strong> the<br />
rules may, under special circumstances, be temporarily<br />
suspended. Any change to or suspension <strong>of</strong> any rule shall be<br />
reported at the earliest opportunity to the Vice-Chancellor or<br />
Deputy Vice-Chancellor.
