HECS Payment Options<br />
Students have the option <strong>of</strong>:<br />
(i) Paying the contribution on a 'Pay Now' basis (i.e. in a<br />
lump sum payment attracting a 25% discount), 06<br />
(ii) Paying the contribution on a 'Pay Now' basis and<br />
authorising the 'Safety Net for Pay Now' option<br />
(<strong>Swinburne</strong> will automatically convert the student status to<br />
3 the 'Pay Later' Option should the lump sum payment not<br />

be received by Census date), or,<br />
(iii) Paying the contribution on a 'Pay Later' basis through the<br />
I taxation system, or,<br />

Tax File Numbers<br />
All students selecting the 'Pay Now' or the 'Safety Net for Pay<br />
Later' option must provide their Tax File Number to the<br />
<strong>University</strong> at the time <strong>of</strong> their enrolment. Students who do not<br />
have a Tax File Number must apply to the Australian Tax Office<br />
before enrolment and submit their Tax File Number to the<br />
<strong>University</strong> BEFORE the census date. Failure to provide the<br />
<strong>University</strong> with a Tax File Number will result in cancellation <strong>of</strong><br />
enrolment.<br />
Change <strong>of</strong> HECS Payment Option<br />
Students have an opportunity <strong>of</strong> changing their option by<br />
completing a new Payment Options form before the census<br />
date for each Semester. If a new form, notifying a change <strong>of</strong><br />
option, is not received by the HECS Officer, the student's HECS<br />
status remains unchanged and carries over into the following<br />
year.<br />

31 August 1995<br />
Students exempt from the Scheme include:-<br />
* those who have paid fees to the <strong>University</strong> for a<br />
postgraduate course in accordance with<br />
Commonwealth guidelines;<br />
those enrolled in a non-award course;<br />
those fully sponsored under a foreign aid program;<br />
full-fee paying overseas students;<br />
* students otherwise subject to Overseas Student Charge<br />
arrangements;<br />
holders <strong>of</strong> a HECS postgraduate scholarship.<br />
All exempt students must lodge a Payment Options form by<br />
completing the exemption declaration section on the form.<br />
Pro<strong>of</strong> <strong>of</strong> exemption will be required.<br />
Further details about the Scheme are available from the<br />
Student Administration Office.<br />
HECS refunds<br />
HECS refunds will be made to 'Pay Now' payees where a<br />
student withdraws from the course on or before 31 March for<br />
semester one and 31 August for semester two. Students who<br />
require a refund must apply to the HECS Officer, Student<br />
Administration. A copy <strong>of</strong> the receipt must be provided.<br />
Enrolment regulations<br />
Definitions<br />
In this section:<br />
Enrolment includes 're-enrolment'.<br />
Enrolment form includes 're-enrolment form'<br />
Subject means any area <strong>of</strong> study which is part <strong>of</strong> a course<br />
leading to an award and which has a title and code number in<br />
the subject register maintained by the Student Administration<br />
section <strong>of</strong> the Academic Registrar's Department; the singular<br />
includes the plural.<br />
Awarding school means the school or, where courses are<br />
organised on a divisional basis (the Division <strong>of</strong> Business,<br />
Humanities and Social Science, the Division <strong>of</strong> Science,<br />
Engineering and Design) the division responsible for the<br />
particular course; 'head <strong>of</strong> awarding division' has a similar<br />
meaning and includes the Pro Vice-Chancellor <strong>of</strong> the division<br />
where appropriate and the nominee <strong>of</strong> the head <strong>of</strong> the<br />
awarding department or Pro Vice-Chancellor.<br />
Deferred entry means an intending first-year student defers<br />
enrolment for up to one year on receipt <strong>of</strong> an <strong>of</strong>fer <strong>of</strong> a place.<br />
Leave <strong>of</strong>absence means the suspension <strong>of</strong> enrolment during a<br />
course for a specified period at the discretion <strong>of</strong> the<br />
appropriate divisional board on the basis that the enrolment<br />
will be resumed at the end <strong>of</strong> the period.<br />
Amendment to enrolment means the addition, deletion or<br />
changing <strong>of</strong> subject enrolments in a student's course <strong>of</strong> study.<br />
Abandonmentmeans discontinuation <strong>of</strong> enrolment without<br />
formal notification. Abandons has a similar meaning, unless<br />
the contrary intention is expressed.<br />
Conditions <strong>of</strong> enrolment<br />
Enrolment at <strong>Swinburne</strong> <strong>University</strong> <strong>of</strong> <strong>Technology</strong> is conditional<br />
upon:<br />
the information which is supplied by the applicant to<br />
the <strong>University</strong> upon which an <strong>of</strong>fer <strong>of</strong> a place in a<br />
course is based, being accurate and complete;<br />
the approval <strong>of</strong> the head <strong>of</strong> the awarding school<br />
(or hidher nominee) <strong>of</strong> the subjects concerned;<br />
the completion <strong>of</strong> the requisite enrolment and<br />
statistical information forms required by the <strong>University</strong>;<br />
the undertaking <strong>of</strong> the student to abide by the<br />
regulations, procedures and standards <strong>of</strong> conduct <strong>of</strong><br />
<strong>Swinburne</strong> <strong>University</strong> <strong>of</strong> <strong>Technology</strong> and to grant to the<br />
Academic Registrar the authority to provide to appropriate<br />
authorities who have permitted a particular student to<br />
enrol at the <strong>University</strong>, details <strong>of</strong> that person's<br />
academic progress as may be required as a condition <strong>of</strong><br />
approval by that department or authority;<br />
the payment <strong>of</strong> any prescribed general service fee;<br />
the lodging <strong>of</strong> a Payment Options form in regard to the<br />
Higher Education Contribution Scheme (HECS) and, if<br />
appropriate, making an 'up front' payment.
