When this American freighter, the steamship Vigilancia, was torpedoed without warning by a
German U-boat off the Scilly Islands, causing the loss of several of the crew, even President
Wilson's sublime forbearance could last no longer. Three weeks later—as soon as the official
reports were placed before Congress—the United States declared war.
RETRIEVING A PRACTICE TORPEDO
When firing at a target that is not to be demolished, the navy uses this "Whitehead blank".
It does not carry any explosive, nor any detonating head, hut otherwise it is the same as the
weapon.
