At the same time, they unjustifiablyexpelled a number of Chinese Embassy personnel and researchstudents from the Soviet Union.On July 14, that is, on the eve of the U.S.-British-Soviettalks, while the Sino-Soviet talks were still in progress, theleadership of the CPSU hastily published the Open Letter ofthe Central Committee of the CPSU to Party organizationsand all Communists in the Soviet Union and launchedunbridled attacks on the Chinese Communist Party. This wasanother precious presentation gift made by the leaders of theCPSU to the U.S. imperialists in order to curry favour withthem.Immediately afterwards in Moscow, the leadership of theCPSU signed the treaty on the partial halting of nuclear testswith the United States and Britain in open betrayal of theinterests of the Soviet people, the people in the socialist campincluding the Chinese people, and the peace-loving people ofthe world; there was a flurry of contacts between the SovietUnion and India; Khrushchov went to Yugoslavia for a “vacation”;the Soviet press launched a frenzied anti-Chinese campaign;and so on and so forth.
