Immediately after the formationof the People’s Republic of China, the Soviet governmentsigned with the government of People’s China a Treaty ofFriendship, Alliance and Mutual Assistance, which is a powerfulweapon against imperialist encroachments, a factor forconsolidating peace in the Far East and the whole world.The Soviet people generously shared with their Chinesebrothers their experience in socialist construction, accumulatedover many years, their achievements in the fields of scienceand technology. Our country has rendered and is renderingsubstantial aid to the economic development of People’sChina. With the active assistance of the Soviet Union, People’sChina built 198 factories, factory departments and otherindustrial units equipped with up-to-date machinery. Withthe assistance of our country, China started such new industriesas automobiles, tractors, aircraft and others. TheSoviet Union handed over to the P.R.C. more than 21,000sets of scientific and technical documentation, including morethan 1,400 major projects. We have invariably helped Chinastrengthen her defence capacity and create a modern defenceindustry. Thousands of Chinese specialists and workers havebeen trained in Soviet higher schools and in our industries.Now, too, the Soviet Union continues its technical assistanceto the People’s Republic of China in the construction of 88industrial enterprises and projects. We mention all this notby way of boasting, but only because of late the CPC leadershave sought to belittle the significance of Soviet aid; nor dowe forget that the Soviet Union, in its turn, received neededgoods from the P.R.C.It is not so long ago that the Chinese leaders spoke justlyand eloquently about the friendship of the peoples of Chinaand the Soviet Union, about the unity of the CPSU and theCPC, giving a high appraisal of Soviet aid and urging thepeople to learn from the experience of the Soviet Union.Comrade Mao Tse-tung said in 1957: “In their strugglefor national liberation, the Chinese people had the fraternal532
sympathy and support of the Soviet people. After the victoryof the Chinese revolution the Soviet Union has likewise beenrendering all-round and immense assistance in the constructionof socialism in China. The Chinese people will neverforget all this.”One can only regret that the Chinese leaders have begunto forget this.Our party, all Soviet people, rejoiced at, and took pride in,the successes of the great Chinese people in building the newlife. Speaking at a reception in Peking on the tenth anniversaryof the People’s Republic of China, Comrade N. S.Khrushchov said: “The heroic and industrious people of Chinademonstrated, under the leadership of their glorious CommunistParty, what a people is capable of when it takes powerinto its own hands. . . . Now everybody admits the successesof the Chinese people and the Communist Party of China.The peoples of Asia and Africa see along which path, underwhich system, the talents, the creative forces of the peoplecan be fully developed, so that a nation can demonstrate thebreadth and depth of its mighty creative strength.”That is how things stood until the Chinese leaders beganto deflect from the general course of the world communistmovement.In April 1960 the Chinese comrades openly revealed theirdisagreements with the world communist movement by publishingthe collection of articles “Long Live Leninism!” Thiscollection, made up, in the main, of distorted, truncated andincorrectly interpreted passages from well-known works ofLenin, contained propositions directed, in substance, againstthe fundamentals of the Declaration of the Moscow Meetingof 1957, which was signed on behalf of the CPC by ComradeMao Tse-tung, against the Leninist policy of peaceful coexistenceof states with different social systems, against thepossibility of preventing world war in the present era, againstrecognition of the peaceful as well as non-peaceful road ofdevelopment of socialist revolution.
