He drew the following historical lesson from the failureof China’s Revolution of 1924-27:Confronted by counter-revolutionary attacks against thepeople, Chen Tu-hsiu did not adopt the policy of giving titfor tat and fighting for every inch of land; as a result, in1927, within the space of a few months, the people lost allthe rights they had won. 1The Chinese Communists understand and adhere to thepolicy of giving tit for tat. We oppose both capitulationismand adventurism. This correct policy ensured the victory ofthe Chinese Revolution and the Chinese people’s subsequentgreat successes in their struggle against imperialism.All revolutionary people approve and welcome this correctfighting policy put forward by the Chinese Communists. Allimperialists and reactionaries fear and hate it.The policy of giving tit for tat as put forward by the CPCis virulently attacked by the leaders of the CPSU. This onlygoes to show that they do not in the least want to oppose imperialism.Their sole purpose in attacking and smearing thepolicy of tit for tat is to cover up their wrong line of cateringto the needs of imperialism and surrendering to it.The leaders of the CPSU assert that a tit-for-tat struggleagainst imperialism will lead to international tension. Howterrible!According to their logic, the imperialists are allowed tocommit aggression and make threats against others but thevictims of imperialist aggression are not allowed to fight, theimperialists are allowed to oppress others but the oppressedare not allowed to resist. This is a naked attempt to absolvethe imperialists of their crimes of aggression. International tension is the product of the imperialist policiesof aggression and war. The peoples should of coursewage a firm struggle against imperialist aggression andthreats. Facts have shown that only through struggle canimperialism be compelled to retreat and a genuine relaxationof international tension be achieved. Constant retreat beforethe imperialists cannot lead to genuine relaxation but willonly encourage their aggression.We have always opposed the creation of international tensionby imperialism and stood for the relaxation of such tension.But the imperialists are bent on committing aggressionand creating tension everywhere, and that can only lead tothe opposite of what they desire.Comrade Mao Tse-tung said:The U.S. imperialists believe that they will always benefitfrom tense situations, but the fact is that tension createdby the United States has led to the opposite of what theydesire. It serves to mobilize the people of the whole worldagainst the U.S. aggressors. 1Further, “If the U.S. monopoly groups persist in theirpolicies of aggression and war, the day is bound to come whenthe people of the world will hang them by the neck.” 2The Declaration of 1957 rightly says, “By this policy theseanti-popular, aggressive imperialist forces are courting theirown ruin, creating their own grave-diggers.”This is the dialectic of history. Those who revere the imperialistscan hardly understand this truth.The leaders of the CPSU assert that by advocating a titfor-tatstruggle the Chinese Communist Party has rejectednegotiations.
