If the leaders of the CPSU genuinely want unity and arenot just pretending, they should be faithful to proletarianinternationalism and strictly abide by the principles guidingrelations among fraternal countries and Parties, as laid downin the Declaration and the Statement. It is absolutely impermissiblefor them to replace these principles with policiesof great-power chauvinism and national egoism. In otherwords, they should:Observe the principle of solidarity and never line up anumber of fraternal Parties to attack other fraternal Partiesand engage in sectarian and divisive activities;Adhere to the principle of mutual support and mutualassistance and never try to control others in the name ofassistance or, on the pretext of the “international divisionof labour”, impair the sovereignty and interests of fraternalcountries and oppose their building socialism through selfreliance;Observe the principle of independence and equality andnever place themselves above other fraternal Parties orimpose their own Party’s programme, line and resolutionson others; never interfere in the internal affairs of fraternalParties and carry out subversive activities under the pretextof “combating the personality cult”; and never treatfraternal Parties as their property and fraternal countriesas their dependencies;Follow the principle of reaching unanimity through consultationand never force through their own Party’s wrongline in the name of the so-called majority or use the Congressesof their own Party or of other Parties and suchforms as resolutions, statements and leaders’ speeches forpublic and explicit attacks on other fraternal Parties, andcertainly never extend ideological differences to state relations.In short, if the leaders of the CPSU genuinely desire theunity of the socialist camp and the international communist356
