APPENDIX IIITHE FIVE PROPOSALS FOR SETTLEMENT OF THEDIFFERENCES AND ATTAINMENT OF UNITY CON-TAINED IN THE LETTER OF THE CENTRALCOMMITTEE OF THE CPC IN REPLYTO THE LETTER OF INFORMATIONOF THE CENTRAL COMMITTEEOF THE CPSU(September 10, 1960)Striving to settle the differences successfully and to attainunity, we put forward the following proposals in all sincerity:1. The fundamental theories of Marxism-Leninism andthe principles of the Declaration and the Manifesto of the1957 Moscow Meeting are the ideological foundation for theunity between our two Parties and among all fraternal Parties.All our statements and actions must be absolutely loyalto the fundamental principles of Marxism-Leninism and theprinciples of the Moscow Declaration, which we should useas the criteria for judging between truth and falsehood.2. The relations among the socialist countries and amongthe fraternal Parties must strictly conform to the principlesof equality, comradeship and internationalism as stipulatedby the Moscow Declaration.3. All disputes among the socialist countries and amongthe fraternal Parties must be settled in accordance with thestipulations of the Moscow Declaration, through comradelyand unhurried discussion. Both the Soviet Union and China,and both the Soviet and Chinese Parties, bear great responsibilitiesregarding the international situation and towardsthe international communist movement.
