principle: “From each according to his ability, to each accordingto his needs.”The Soviet people find it strange and fantastic that the Chinesecomrades should seek to discredit the Programme of theCPSU, that majestic plan of building communist society.The CPC leaders hint that, since our party has made itsaim a better life for the people, Soviet society is being “bourgeoisified,”is “degenerating.” According to their logic, if peoplewear bast sandals and eat thin soup from a common bowl— that is communism, and if a working man lives well andwants to live better still tomorrow — that is very nearly therestoration of capitalism.And this philosophy they want to present to us as the latestrevelation of Marxism-Leninism! This fully exposes theauthors of such “theories” as men who have no faith in thestrength and capabilities of a working class that has takenpower into its own hands and created its own, socialist state.If we turn to the history of our country, to the CPSU Programme,we will readily see where we began when, under theleadership of Lenin, we took power into our hands, and whatsummits the Soviet people have reached. Our country hasbeen transformed into a great socialist power. In volume ofindustrial production the Soviet Union is first in Europe andsecond in the world. It will soon surpass the United Statesand advance to first place. The Soviet working class, theSoviet collective-farm peasantry, the Soviet intelligentsia, arethe creators of all our victories.We are convinced that not only the Soviet people, but thepeoples of other socialist countries, too, are capable of greatachievements on the labour front -- all that is necessary iscorrect guidance of the working class and peasantry, and thatthose responsible for such guidance think realistically and takedecisions that direct the people’s strength and energies alongthe correct path.In an attempt to justify the personality cult, the Chineseleaders have overloaded their letter with allegations about a560
class struggle in the U.S.S.R.., and allege that the CPSU Programmeproposition on a state of the entire people and a partyof the entire people is wrong. These allegations are far removedfrom Marxism.We do not intend to analyze all their arguments in detailin this letter. Anyone who reads the CPC Central Committeeletter of June 14 will undoubtedly notice that its argumentsare utterly helpless and betray complete isolation from Sovietlife. We are being taught that hostile classes still remain inSoviet society and the need therefore remains, we are told,for the dictatorship of the proletariat. What classes? Fromthe CPC letter one concludes that they are “bourgeois hangerson,parasites, blackmarketeers, thieves, idlers, hooligans andembezzlers.”The Chinese comrades certainly have a unique notion ofclasses and class struggle. Since when have these parasiticelements been considered a class? And what class? A classof idlers or a class of hooligans, a class of embezzlers, or aclass of parasites? In no society do criminals constitute aclass. Even schoolboys know that. And, of course, theseelements do not constitute a class in socialist society. Theseare manifestations of the survivals of capitalism.You do not need proletarian dictatorship to combat suchelements. The state of the entire people can fully cope, andis coping, with this task. We know from our own experiencethat the better the educational work of party, trade union andother public organizations, the higher the role of the public,the better the work of the Soviet militia, the more effectiveis the struggle against crime.There is no refuting the fact that Soviet society is now madeup of two main classes — the workers and the peasants, alsothe intelligentsia, that no class of Soviet society occupies aposition enabling it to exploit other classes.
