in the heroic struggle they are waging in the capitalistcountries, to strengthen international solidarity with them.These, in general outline, are some of our ideas on importantcontemporary questions of principle, on the strategy andtactics of the international communist movement, which wethought it necessary to touch upon in this letter.Being firmly convinced that the present policy of the internationalcommunist movement, which found its expression inthe Declaration and Statement of the fraternal Parties, is theonly correct one, we believe that at the forthcoming meetingbetween the representatives of the CPSU and CPC it wouldbe expedient to discuss the following most urgent problems:a. Questions concerning the struggle for the furtherstrengthening of the might of the world socialist system andits transformation into the decisive factor in the developmentof human society, which is the main distinguishing featureof our era. We could jointly discuss how faster and better tosecure a victory for the socialist countries in peaceful economiccompetition with capitalism;b. Questions concerning the struggle for peace and peacefulcoexistence. The need to pool the efforts of all peacelovingforces for the struggle to prevent a world thermonuclearwar. The creation and the strengthening of thebroadest united front of peace supporters. The exposure ofthe reactionary essence of imperialism, the heightening ofvigilance and the mobilization of the broad masses to fightagainst the preparations being made by the imperialists for anew world war, frustrate their aggressive schemes and isolatethe forces of reaction and war. Assertion in internationalrelations of the Leninist principle of peaceful coexistence betweenstates with different social systems. The struggle forgeneral and complete disarmament and for the eliminationof the traces of the Second World War;c. Questions concerning the struggle against imperialismheaded by the U.S. The use, in the interests of our cause, ofthe weakening positions of capitalism and the growing520
instability of the entire capitalist system of world economy,the aggravation of contradictions of capitalism, and above allcontradictions between labour and capital, and the severecrisis in bourgeois ideology and politics. Support of the revolutionaryand class struggle of the working people in capitalistcountries against the monopolies, for their socialliberation, for the abolition of the exploitation of man by man,for the extension of the democratic rights and freedoms of thepeoples;d. Questions concerning the national-liberation movement.The support and utmost development of the national-liberationmovement of the peoples. The struggle for the complete andfinal ending of colonialism and neo-colonialism in all its forms.The rendering of support to peoples fighting against colonialism,and also to countries which have achieved theirnational liberation. The development of economic and culturalco-operation with these countries;e. Questions concerning the consolidation of the unity andcohesion of the socialist community and of the ranks of thecommunist movement. The need for consolidating in everyway the international communist movement, the most influentialpolitical force of our times, particularly in conditionswhere the imperialist reactionaries have joined forces in thefight against communism. The prevention of any actionswhich could undermine this unity, the firm adherence by eachfraternal Party to the assessments and conclusions worked outjointly. The continuation of the struggle against revisionismand dogmatism, as an indispensable condition for the defenseof Marxism-Leninism in its pure form, and of its creativedevelopment, and for the further successes of the communistmovement. The development of relations among the fraternalParties on the basis of the principles of proletarian internationalismand mutual aid and support. The working out ofjoint measures to intensify the ideological and political struggleagainst imperialism and reaction.521
