is strange and surprising, considering that out of the 110 countriesrepresented, only two — China and Albania — votedagainst the Appeal to Women of All Continents. Is it a caseof the entire multi-million army of freedom-loving womenbeing out of step, and only two marching in step, keepingthe ranks?Such, in brief, is the history of the differences betweenthe Chinese leadership and the CPSU and the other fraternalparties. It shows that the CPC leaders counterpose theirown special line to the general line of the communist movement,trying to impose on it their own dictate, their deeplyerroneous views on the key problems of our time.IIWhat is the substance of the differences between the CPC,on the one hand, and the CPSU and the international communistmovement, on the other? That question will undoubtedlybe asked by everyone who reads the CPC Central Committeeletter of June 14.At first glance, many of its propositions may set onewondering: whom are the Chinese comrades actually arguingwith? Are there Communists who object, for instance, tosocialist revolution, or who do not regard it their duty tofight imperialism, or support the national-liberation movement?Why is the CPC leadership so insistent in advancingsuch propositions?The question may also arise: why is it impossible to agreewith the position of the Chinese comrades, formulated in theirletter, on many important problems? Take, for instance, sucha cardinal problem as war and peace. The CPC Central Committeeletter speaks of peace and peaceful co-existence.The essence of the matter is that, having started an offensiveagainst the views of the Marxist-Leninist parties on thecardinal problems of the times, the Chinese comrades, firstly,538
ascribe to the CPSU and other Marxist-Leninist parties viewswhich they have never expressed and which are alien to them;secondly, they try, by verbal acceptance of formulas andprinciples taken from the documents of the communist movement,to mask their erroneous views and incorrect positions.To come out openly against the peoples’ struggle for peace,against peaceful co-existence of states with different socialsystems, against disarmament, etc., would expose their policyin the eyes of the Communists and peace-loving peoples ofthe whole world and would alienate them. The further thepolemics develop, the clearer the weakness of the CPC leadership’sposition becomes, the more zealously they resort tosuch camouflage. If this method of the Chinese comrades isnot taken into consideration, it might appear to the outsiderthat the controversy has acquired a scholastic nature, that itconcerns individual formulas, far removed from vital issues.In point of fact, however, the controversy centres on issuesaffecting the vital interests of the peoples.They are the issue of war and peace, the question of therole and development of the world socialist system, they arequestions of the struggle against the ideology and practiceof the “personality cult,” they are questions of the strategyand tactics of the world labour movement and the nationalliberationstruggle.These questions are posed by life itself, by the deep-goingchanges that have taken place in the socialist countries andthroughout the world, the changes in recent years in thebalance of strength between socialism and imperialism, thenew possibilities for our movement. The communist movementhad to, and did, provide the answers to these questionsand worked out a general line in adaptation to the conditionsand requirements of the present stage of world development.In the unanimous opinion of the Communist parties, an immensepart in this was played by the 20th Congress of theCPSU, which ushered in a new stage in the development ofthe entire communist movement.
