The development of state-monopoly capitalismhas, besides aggravating the contradictions of the capitalistsociety which appeared before, also given birth to new contradictions.State-monopoly capitalism has led to a still greaternarrowing of the social base of imperialism within a country,and to the concentration of power in the hands of a smallgroup of the strongest monopolists. This gives rise, on theother hand, to a joint anti-monopoly movement embracing theworking class, the peasants, the petty bourgeoisie, the workingintellectuals and certain other sections of capitalist societyinterested in freeing themselves from the sway of themonopolies and from exploitation, and interested in changingover to socialism.Our time is characterized by a sharp growth in thesignificance of democratic movements — the struggle forworld peace, for the prevention of a world thermo-nuclearcatastrophe, for the preservation of national sovereignty;movements in defence of democracy, against the onslaughtof fascism, for the introduction of agrarian transformations,the humanistic movement in defence of culture, and others.Our Party fully adheres to Leninist principles and to theprinciples expressed in the Statement, in saying that socialistrevolution is not necessarily connected with war. If worldwars bring about triumphant revolutions, revolutions arenevertheless entirely possible without wars.If Communists were to start tying up the victory of thesocialist revolution with world war, this would not evoke anysympathy for socialism, but would drive the masses awayfrom it. With modern means of warfare having such terribledestructive consequences, an appeal like this would only playinto the hands of our enemies.The working class and its vanguard, the Marxist-LeninistParties, endeavour to carry out socialist revolutions in a peacefulway without civil war. The realization of such a possibilityis in keeping with the interests of the working class and allthe people, and with the national interests of the country. At510
the same time the choice pf the means of developing therevolution depends not only on the working class. If theexploiting classes resort to violence against the people, theworking class will be forced to use non-peaceful means ofseizing power. Everything depends on the particular conditionsand on the distribution of class forces within the countryand in the world arena.Naturally, no matter what means are used for the transitionfrom capitalism to socialism, such a transition is possible onlyby means of a socialist revolution and of the dictatorship ofthe proletariat in various forms. Appreciating highly theselfless struggle of the working class headed by the Communistsin the capitalist countries, the CPSU considers it itsduty to render them every kind of aid and support.Our Party regards the national-liberation movement as anintegral part of the world revolutionary process, as a mightyforce destroying the front of imperialism. The peoples of theformer colonies are today rising to full stature as independentcreators of history, and are seeking ways to promote theirnational economy and culture. The growth of the forces ofthe socialist system actively helps the liberation of theoppressed peoples, their achievement of economic independence,the further development and expansion of the nationalliberationmovement, and the peoples’ struggle against allforms of old and new colonialism.The national-liberation movement has entered the final stageof the abolition of colonial regimes. The time is not far offwhen all the peoples as yet living under the yoke of thecolonialists will win freedom and independence. The freedpeoples are now faced with the problem of consolidatingpolitical independence, overcoming economic and culturalbackwardness and putting an end to all forms of dependenceupon imperialism.The countries that have thrown off the colonial yoke carryout the vital tasks of national resurgence successfully only invigorous struggle against imperialism and the remnants of511
