y the fraternal Communist and Workers’ parties and formulatedin the Declaration and Statement, have found expressionin the new CPSU Programme, which is based entirely on aMarxist-Leninist generalization of our and international revolutionaryexperience.VThe erroneous views of the CPC leaders on the cardinalpolitical and theoretical issues of our time are inseverablylinked with their practical activity, which is directed towardsundermining the unity of the world socialist camp and theinternational communist movement.In words, the Chinese comrades acknowledge that the unityof the U.S.S.R. and the People’s Republic of China is themainstay of the entire socialist community, but in deed theyare undermining relations with our party, with our countryin all fields.The CPC leadership often speaks of its loyalty to the communityof the socialist nations. But the attitude of the Chinesecomrades to this community refutes their high-soundingdeclarations.The figures show that in the past three years the People’sRepublic of China has cut the volume of its trade with theother socialist countries by more than 50 per cent. For somesocialist countries the results of this policy of the Chinesecomrades have been especially painful.The actions of the Chinese leadership stand in glaring contradictionnot only to the principles of mutual relations amongsocialist countries but, in a number of cases, to the acceptedrules and norms all states should abide by.Violation of existing agreements caused serious damage tothe national economy of some socialist states. And, understandably,China’s own economy is also suffering no littledamage from this curtailment of economic contacts.576
