No party that has the interests of the people at heart canfail to appreciate its responsibility in the struggle to avertanother world war and endure peaceful co-existence of stateswith different social systems.Expressing the policy of our party, Comrade N. S. Khrushchovsaid: “There will be liberative wars as long as imperialismexists, as long as colonialism exists. These are revolutionarywars. Such wars are not only permissible but evenunavoidable, since the colonialists do not grant independenceto nations voluntarily. Therefore it is only through struggle,including armed struggle, that the peoples can win freedomand independence.” The Soviet Union is rendering thebroadest support to the national-liberation movement. Everybodyis familiar with the practical assistance our country hasgiven the peoples of Viet-Nam, Egypt, Iraq, Algeria, Yemen,Cuba and other countries.The Communist Party of the Soviet Union has proclaimedthe Leninist principle of peaceful co-existence the general lineof Soviet foreign policy and is unswervingly following thatline. Since 1953, and particularly after the 20th Congress ofthe CPSU, the effect of our peace policy and its influence onthe course of international relations in the interests of themasses have sharply increased.The Chinese comrades allege that in our understanding,the concept “peaceful co-existence” exhausts all the principlesof our relations not only with imperialist countries, but alsowith the socialist countries and the countries that have recentlybroken out of the colonial yoke. They know perfectly wellthat this is not the case, that we were the first to proclaim theprinciple of friendship and comradely mutual assistance asthe most important principle in relations between the countriesof socialism and adhere to it firmly and consistently,that we render all-round and manifold assistance to liberatednations. And yet, for some reason, they find it to their advantageto present all this in an entirely distorted light.546
The Soviet Union’s persevering struggle for peace and internationalsecurity, general and complete disarmament, eliminationof the vestiges of World War II, negotiated settlementof all international issues, has yielded its results. Ourcountry’s prestige throughout the world stands higher thanever. Our international position is stronger than ever. Weowe this to the steadily growing economic and military mightof the Soviet Union and the other socialist countries, to theirpeaceful foreign policy.The CPSU Central Committee declares that we have beenfollowing; are now following, and will continue to follow theLenin policy of peaceful co-existence of states with differentsocial systems. In this our party sees its duty both to theSoviet people and the peoples of all other countries. Toensure peace means to contribute most effectively to the consolidationof the socialist system, and, consequently, to thegrowth of its influence on the entire course of the liberationstruggle, on the world revolutionary process.The deep difference in the views on war, peace and peacefulco-existence held by the CPSU and other Marxist-Leninistparties, on the one hand, and the CPC leaders, on the other,was manifested with particular clarity during the 1962 Caribbeancrisis. It was a sharp international crisis: never beforehad mankind come so close to the brink of thermonuclear waras it did last October.The Chinese comrades claim that in the period of the Caribbeancrisis we made an “adventuristic” mistake by supplyingrockets to Cuba and then “capitulated” to American imperialismwhen we withdrew the rockets from Cuba.*Such assertions utterly contradict the facts.How did things actually stand?
