in capitalist countries, of the struggle for national liberation,and the ways of transition of all mankind to socialism.This is how the Chinese comrades depict our differences onthis issue: one side — they themselves — stands for world revolution;the other side — the CPSU and the Marxist-Leninistparties — has forgotten the revolution, even “fears” it and,instead of revolutionary struggle, is concerned with such things“unworthy” of a genuine revolutionary as peace, economicdevelopment of the socialist countries and improvement oftheir peoples’ living standards, the struggle for the democraticrights and vital interests of the working people in capitalistcountries.In reality, however, the line of division between the viewsof the CPC and those of the international communist movementlies on an entirely different plane: the CPC leaders speakof world revolution where necessary and where not, andflaunt “revolutionary” phrases on every occasion, often withoutoccasion, whereas the other side — those whom the Chinesecomrades criticize — approach the question of revolutionseriously and, instead of highfalutin phrases, are perseveringlyworking to find the most correct paths for the victory of socialism,paths that accord with the conditions of the era, andare devotedly fighting for national independence, democracyand socialism.Let us examine the principal views of the Chinese comradeson the problems of the present-day revolutionary movement.Will it help the countries and peoples to pass over to socialismif, in the name of “world revolution,” they abandon thestruggle for peace, the policy of peaceful co-existence andpeaceful economic competition, the struggle for the vital interestsof the working people and for democratic reforms incapitalist countries? Is it true that in advocating peace andpursuing a policy of peaceful co-existence, the Communists ofthe socialist countries are concerned only for themselves andare oblivious to their class brothers in the capitalist countries?564
Everyone who ponders on the meaning of the present strugglefor peace and against thermonuclear war will realize thatthe Soviet Communists and the fraternal parties in other socialistcountries are, by their peace policy, rendering invaluableassistance to the working class and working people generallyof the capitalist countries. Nor is it merely a matter of avertingnuclear war in order to save from destruction the workingclass and the people of whole countries, even continents,though this is in itself ample justification of our policy.There is another consideration — this policy is the best wayof helping the international revolutionary labour movementachieve its basic class aims. Is it not an immense contributionto the working-class struggle that the lands of socialism, inthe conditions of the peace they themselves won, are scoringremarkable achievements in economic development, advancingfrom victory to victory in the scientific and technical fields,steadily improving the living and working conditions of thepeople and developing and perfecting socialist democracy?In face of these successes and victories every worker inevery capitalist country will say: “Socialism has proved inpractice its superiority over capitalism. It is a system worthfighting for.” Socialism is now winning men’s hearts andminds, not only through books, but primarily by its deeds, bythe living example it has set.The 1960 Statement regards as the chief distinctive featureof our time the fact that the socialist world system is becomingthe decisive factor in the development of human society. Allthe Communist parties represented at the meeting arrived atthe conclusion that the international working class and itscreation, the socialist world system, is the central factor ofour era.The solution of all the other problems confronting the revolutionarymovement depends in very great measure onstrengthening the socialist world system.
