APPENDIX IISTATEMENT OF THE DELEGATION OF THECOMMUNIST PARTY OF CHINA AT THEBUCHAREST MEETING OFFRATERNAL PARTIES(June 26, 1960)1. The Central Committee of the Communist Party ofChina maintains that at this meeting Comrade Khrushchovof the Delegation of the Central Committee of the CommunistParty of the Soviet Union has completely violated the longstandingprinciple in the international communist movementthat questions of common concern should be settled by consultationamong fraternal Parties, and has completely brokenthe agreement made prior to the meeting to confine it to anexchange of views and not to make any decision; this he hasdone by his surprise attack of putting forward a draft communiqueof the meeting without having consulted thefraternal Parties on its contents beforehand and without permittingfull and normal discussion in the meeting. This is anabuse of the prestige enjoyed by the CPSU in the internationalcommunist movement, a prestige which has been builtup over the long years since Lenin’s time, and it is, moreover,an extremely crude act of imposing one’s own will on otherpeople. This attitude has nothing in common with Lenin’sstyle of work and this way of doing things creates an extremelybad precedent in the international communist movement.The Central Committee of the CPC considers that thisattitude and this way of doing things on the part of ComradeKhrushchov will have extraordinarily grave consequences forthe international communist movement.109
