It is quite common for theenterprises under “workers’ self-government” to engage inembezzlement, speculation and hoarding, to inflate prices,bribe, hide technical secrets, grab technical personnel andeven to attack one another in the press or over the radio inrivalry for markets and profits.The fierce competition among Yugoslav enterprises goes onnot only in the home market but also in foreign trade. TheYugoslav press says that it is not unusual for twenty or thirtyagents of Yugoslav foreign trade establishments to visit thesame market abroad, compete among themselves for business,and take away the others’ customers or suppliers. “Fromselfish motives”, these enterprises engaged in foreign tradeseek to “make profits at any cost” and “is not choosy abouttheir means”.A result of this fierce competition is chaos in the Yugoslavmarket. Prices vary considerably not only in different citiesor regions but also in different shops in the same place, andeven for the same kind of goods from the same producer. Inorder to maintain high prices, some enterprises do not hesitateto destroy large quantities of farm produce.1V. I. Another result of this fierce competition is the closing downof large numbers of enterprises in Yugoslavia. According toinformation provided by the Official Bulletin of the FPRY, fivehundred to six hundred enterprises closed down annually inrecent years.All this shows that the “public” economy of Yugoslavia isgoverned not by the laws of socialist planned economy but bythose of capitalist competition and anarchy of production. TheTito clique’s enterprises under “workers’ self-government”are not socialist but capitalist in nature.We would like to ask those who are bent on reversing theverdict on the Tito clique: Unless it is your intention todeceive, how can you describe the state capitalist economycontrolled by the bureaucrat-comprador bourgeoisie as a socialisteconomy?A DEPENDENCY OF U.S. IMPERIALISMThe process of the restoration of capitalism in Yugoslaviais interwoven with the process in which the Tito clique hasbecome subservient towards U.S. imperialism and Yugoslaviahas degenerated into a U.S. imperialist dependency.With its betrayal of Marxism-Leninism, the Tito cliqueembarked on the shameful course of selling out the sovereigntyof the state and living off the alms of U.S. imperialism.According to incomplete statistics, from the conclusion ofWorld War II to January 1963 the United States and otherimperialist powers extended to the Tito clique “aid” totallingsome U.S. $5,460 million, of which more than 60 per cent, orabout $3,500 million, was U.S. “aid”. The greatest part ofthis U.S. aid was granted after 1950.U.S. aid has been the mainstay of Yugoslavia’s finances andeconomy. Official statistics show that in 1961 the loans the Titoclique obtained from the United States and U.S.-controlledinternational financial organizations totalled U.S. $346 million,161
