One must reckon with the fact that in socialist societythe class of workers and the class of peasants have changedsubstantially, that the differences and distinctions betweenthem are being steadily obliterated.After the complete and final victory of socialism, the workingclass effects its guiding role not through dictatorship of theproletariat. It still remains the front-rank class of societyin conditions of full-scale construction of communism. Itsfront-rank role is determined by its economic position, by thefact that it is directly connected with the highest form of socialistproperty, and by the fact that it is more steeled bydecades of class struggle and revolutionary experience.The Chinese comrades refer to Marx’s proposition that thecontent of the transition period from capitalism to communismcan be only dictatorship of the proletariat. But Marxhad in mind communism as a whole, as an integral socioeconomicformation (of which socialism is the first stage),the transition to which is impossible without socialist revolutionand dictatorship of the proletariat. There are a numberof pronouncements of V. I. Lenin, emphasizing with absoluteclarity that the dictatorship of the proletariat is needed preciselyto overcome resistance of the exploiting classes, organizesocialist construction, ensure the victory of socialism —the first phase of communism. It is clear from this that theneed for dictatorship of the proletariat disappears after thevictory of socialism, when only working people, friendlyclasses, the nature of which has changed radically, remainin society and there is no one to suppress.If we were to extract the substance of the mass of pseudotheoreticaldisquisitions on these questions in the CPC CentralCommittee letter, it would boil down to the following: theChinese comrades are opposed to the CPSU policy of developingsocialist democracy, so forcefully formulated in the decisionsof the 20th, 21st and 22nd Party Congresses and theCPSU Programme. It is no mere accident that their lengthy562
letter does not even mention the development of democracy inconditions of socialism, in conditions of building communism.It is hard fully to ascertain the Chinese comrades’ motivationin upholding the personality cult. In effect, this is thefirst time in the history of the international communist movementthat we meet with open extollation of the personalitycult. It should be observed that even at the height of thepersonality cult in our country, Stalin himself was forced, atleast in words, to reject this petty-bourgeois theory, sayingthat it stemmed from the Socialist-Revolutionaries.The attempt to plead the authority of Marx and Lenin indefence of the ideology of the personality cult can only evokesurprise. Are the Chinese comrades really unaware of thefact that in the very early days of our party Lenin conducteda vigorous struggle against the Narodniks’ theories of the heroand the mob, that genuine collective methods of leadership inthe Central Committee of our party and the Soviet statewere implemented under Lenin, that Lenin was an extraordinarilymodest person and mercilessly castigated the slightestmanifestations of toadyism and servility?Of course, the struggle against the personality cult hasnever been regarded by our party or the other Marxist-Leninist parties as negation of the authority of party andgovernment leaders. Time and again, at the 20th and 22ndCongresses and on other occasions, the CPSU has stressed thatthe party values the authority of its leadership, that, whilerejecting the personality cult and combating its consequences,the party has a high regard for leaders who really expressthe interests of the people and devote all their strength to thestruggle for communism, and for this reason enjoy deservedprestige.IVThe next important issue of difference concerns the waysand methods of the revolutionary struggle of the working class563
