But must we swim with the stream, must wefollow in the wake of imperialism and refuse to mobilize allthe forces to fight for peace and disarmament?No. That would mean surrendering to the aggressive forces,to the militarists and imperialists. We believe that theworking class, the working people of all countries, can forcethe imperialist governments to accept disarmament, can preventwar. For this they must above all become conscious oftheir strength and unite.There must be opposed to the forces of imperialism and warthe organized might of the world working class. It now hasthe advantage of being able to rely on the material power andthe defence might of the socialist countries, which stand opposedto imperialism. The time when imperialism held completesway has gone for ever. The situation has also changedsharply compared with the first decades after the OctoberRevolution, when our country was alone and much weakerthan today. In our day there is an entirely different balanceof strength in the world arena. That is why to maintain thatwar is inevitable is to display lack of faith in the forces ofsocialism, to succumb to moods of hopelessness and defeatism.One can repeat endlessly that war is inevitable, passing offthis view as proof of one’s “revolutionary spirit.” In actualfact, this approach merely indicates disbelief in ones strength,fear of imperialism.There are still powerful forces in the imperialist camp opposedto disarmament. But it is precisely to compel theseforces to retreat that we must rouse the peoples’ wrath againstthem, force them to comply with the will of the peoples.The peoples want disarmament and believe that the Communistsare the vanguard and organizers of the struggle toachieve it.Our struggle for disarmament is not a tactical expedient.We sincerely want disarmament. And here we stand foursquareon Marxism-Leninism. Way back at the close of the552
last century, Frederick Engels pointed out that disarmamentwas possible, describing it as the “guarantee of peace.” In ourtime, the disarmament slogan was first advanced as a practicalaim by V. I. Lenin, and the first Soviet proposals on completeor partial disarmament were submitted as early as 1922, atthe Genoa Conference. This was in Lenin’s lifetime, andhe formulated the disarmament proposals.The struggle for disarmament is a cardinal factor in avertingwar. It is an effective struggle against imperialism. Inthis struggle the socialist camp has on its side the absolutemajority of mankind.The Chinese comrades put out the slogan “spearpoint againstspearpoint” as a counter-blast to the policy of the other socialistcountries aimed at improving the international situationand ending the cold war. This slogan, in effect, brings gristto the mill of imperialist brinkmanship policy and helps thearms race supporters. One gets the impression that the CPCleaders consider it to their advantage to preserve and aggravateinternational tension, especially in relations between theU.S.S.R. and the U.S.A. They apparently believe that the SovietUnion should reply to provocation by provocation, shouldfall into the traps set by the imperialist “wildmen,” shouldaccept the imperialist challenge to competition in adventurismand aggressiveness, that is, to competition in unleashing war,not in assuring peace.To take that road would be to jeopardize the peace andsecurity of the nations. The Communists, who cherish the interestsof the peoples, will never follow that road.The struggle for peace, for implementation of the principleof peaceful co-existence of countries with different socialsystems, is one of the most important forms of the peoples’struggle against imperialism, against the new wars it is preparing,against aggressive imperialist actions in colonial countries,against imperialist military bases on foreign territory,against the arms race, etc. This struggle is in the interests of553
