But in allcircumstances our sacred duty remains the education of thepeoples of our countries in the spirit of deep solidarity withall the peoples of the socialist community. Communists mustinculcate in the peoples not only love for their own country,but also love for the whole of the socialist community, for allpeoples; they must foster in each man and woman living inany socialist country an understanding of their fraternal dutytowards the working people of the world. Failure to do thismeans failure to follow the first rule of Communists, whichrequires the uniting of the Marxist-Leninist Parties and thepeoples building socialism, the cherishing of our unity aboveall else.Ideological and tactical differences must in no circumstancesbe used to incite nationalist feelings and prejudices, mistrustand dissension between the socialist peoples. We declare withfull responsibility that the Communist Party of the SovietUnion has never taken and will never take a single step thatcould sow hostility among the peoples of our country towardsthe fraternal Chinese people or other peoples. On the contrary,in all circumstances our Party has steadily and consistentlypropagated the ideas of internationalism and warm friendshipwith the peoples of the socialist countries, and with all peoplesof the world. We consider it important to stress this, and wehope that the Central Committee of the Communist Party ofChina shares this view.In the international communist, working-class and liberationmovements it is necessary to unite all efforts, mobilizing thepeoples for struggle against imperialism.
