the extensive experience of the entire world communist movement,whether they have ever really considered the interests,the aims and tasks of the international proletarian movementas a whole, and whether they really have a general line for theinternational communist movement which conforms withMarxism-Leninism.In the last few years the international communist movementand the national liberation movement have had manyexperiences and many lessons. There are experiences whichpeople should praise and there are experiences which makepeople grieve. Communists and revolutionaries in all countriesshould ponder and seriously study these experiences of successand failure, so as to draw correct conclusions and usefullessons from them.13. The socialist countries and the revolutionary strugglesof the oppressed peoples and nations support and assist eachother.The national liberation movements of Asia, Africa and LatinAmerica and the revolutionary movements of the people in thecapitalist countries are a strong support to the socialist countries.It is completely wrong to deny this.The only attitude for the socialist countries to adopt towardsthe revolutionary struggles of the oppressed peoples and nationsis one of warm sympathy and active support; they mustnot adopt a perfunctory attitude, or one of national selfishnessor of great-power chauvinism.Lenin said, “The foreign policy of the proletariat is alliancewith the revolutionaries of the advanced countries and withall the oppressed nations against all and any imperialists.” 1Whoever fails to understand this point and considers that thesupport and aid given by the socialist countries to the oppressedpeoples and nations are a burden or charity is goingcounter to Marxism-Leninism and proletarian internationalism.1V.
