other enemies of communism, with extremely serious consequencesfor the international communist movement.After the Congress, swollen with arrogance the imperialistsand reactionaries everywhere stirred up a world-wide tidalwave against the Soviet Union, against communism andagainst the people. The U.S. imperialists saw the all-outattack on Stalin by the leadership of the CPSU as somethingthat was “never so suited to our purposes”, 1 they talked openlyabout using Khrushchov’s secret report as a “weapon withwhich to destroy the prestige and influence of the Communistmovement” 2 and they took the opportunity to advocate“peaceful transformation” in the Soviet Union. 3The Titoites became most aggressive. Flaunting theirreactionary slogan of “anti-Stalinism”, they wildly attackedthe dictatorship of the proletariat and the socialist system.They declared that the 20th Congress of the CPSU “createdsufficient elements” for the “new course” which Yugoslaviahad started and that “the question now is whether this coursewill win or the course of Stalinism will win again”. 4The Trotskyites, enemies of communism, who had been indesperate straits, feverishly resumed activity. In its Manifestoto the Workers and Peoples of the Entire World the so-calledFourth International said:Today, when the Kremlin leaders are themselves admittingthe crimes of Stalin, they implicitly recognize that theindefatigable struggle carried on . . . by the world Trotskyistmovement against the degeneration of the workers’state, was fully justified.The errors of the 20th Congress brought great ideologicalconfusion in the international communist movement and1Radio talk by T. caused it to be deluged with revisionist ideas. Along with theimperialists, the reactionaries and the Tito clique, renegadesfrom communism in many countries attacked Marxism-Leninism and the international communist movement.Most striking among the events which took place duringthis period were the incident in Soviet-Polish relations andthe counter-revolutionary rebellion in Hungary. The twoevents were different in character. But the leadership of theCPSU made grave errors in both. By moving up troops inan attempt to subdue the Polish comrades by armed forceit committed the error of great-power chauvinism. And atthe critical moment when the Hungarian counter-revolutionarieshad occupied Budapest, for a time it intended toadopt a policy of capitulation and abandon socialist Hungaryto counter-revolution.These errors of the leadership of the CPSU inflated thearrogance of all the enemies of communism, created seriousdifficulties for many fraternal Parties and caused the internationalcommunist movement great damage.In the face of this situation, the Chinese Communist Partyand other fraternal Parties persevering in Marxism-Leninismfirmly demanded repulsing the assaults of imperialism andreaction and safeguarding the socialist camp and the internationalcommunist movement. We insisted on the taking ofall necessary measures to smash the counter-revolutionaryrebellion in Hungary and firmly opposed the abandonmentof socialist Hungary. We insisted that in the handling ofproblems between fraternal Parties and countries correctprinciples should be followed so as to strengthen the unity ofthe socialist camp, and we firmly opposed the erroneousmethods of great-power chauvinism. At the same time, wemade very great efforts to safeguard the prestige of the CPSU.At that time the leaders of the CPSU accepted our suggestionand on October 30, 1956 issued the Soviet Government’sDeclaration on the Foundations of the Development andFurther Strengthening of Friendship and Co-operation Be-69
