Can a country be socialist when the imperialist countriesheaded by the United States have nurtured it with severalbillions of U.S. dollars?This is indeed out of the ordinary and unheard of!Apparently, Comrade Togliatti speaks more plainly thanComrade Khrushchov. Togliatti did not mince his words; hesaid the position taken by the Statement of 1960 on the Titoclique was “wrong”. 1 Since Khrushchov is bent on reversingthe verdict on the Tito clique, he should be more explicit;there is no need to pretend to uphold the Statement.Is the Statement’s verdict on Yugoslavia wrong and shouldit be reversed? Togliatti says it is wrong and should bereversed. Khrushchov in effect also says it is wrong andshould be reversed. We say it is not wrong and must not bereversed. What are the realities in Yugoslavia? What sort of conclusionought one to draw if one proceeds from objective laws,from the teachings of Marxism-Leninism, and makes a profoundanalysis of the realities in Yugoslavia?Let us now look into this question.THE DEVELOPMENT OF PRIVATE CAPITALIN YUGOSLAV CITIESOne of Khrushchov’s arguments to affirm that Yugoslaviais a socialist country is that private capital, private enterpriseand capitalists do not exist in Yugoslavia.Is that true? No, it is not.The fact is private capital and private enterprise exist ona very big scale in Yugoslavia and are developing apace.Judging by the record in all socialist countries, it is notstrange to find different sectors, including a private capitalistsectors existing in the national economy of a socialist countryfor a considerable period after the proletariat has taken politicalpower. What matters is the kind of policy adopted bythe government towards private capitalism — the policy ofutilizing, restricting, transforming and eliminating it, or thepolicy of laissez-faire and fostering and encouraging it. Thisis an important criterion for determining whether a countryis developing towards socialism or towards capitalism.On this question the Tito clique is going in the oppositedirection from socialism. The social changes Yugoslavia introducedin the early post-war period were in the first placenot thoroughgoing. The policy the Tito clique has adoptedsince its open betrayal is not one of transforming and eliminatingprivate capital and private enterprise but of fosteringand expanding them.Regulations issued by the Tito clique in 1953 stipulate that“citizens’ groups” have the right to “found enterprises” and“hire labour”.
