the CPSU and other fraternal Parties on our differences withComrade Khrushchov. As for the Letter of Information ofthe Communist Party of the Soviet Union to the CommunistParty of China, which Comrade Khrushchov has distributed inBucharest, the Central Committee of the CPC will reply toit in detail after carefully studying it; the reply will explainthe differences of principle between the two Parties, settingforth the relevant facts, and the Central Committee of theCPC will hold serious, earnest and comradely discussionswith fraternal Parties. We are convinced that in any case thetruth of Marxism-Leninism will triumph in the end. Truthdoes not fear contention. Ultimately, it is impossible to portraytruth as error or error as truth. The future of the internationalcommunist movement depends on the needs andthe struggles of the people of all countries and on theguidance of Marxism-Leninism, and will never be decidedby the baton of any individual.3. We, the Communist Party of China, have always strivento safeguard the unity of all Communist Parties and the unityof all socialist countries. For the sake of genuine unity inthe international communist ranks and for the sake of thecommon struggle against imperialism and reaction, we holdthat it is necessary to unfold normal discussions on the differencesand that serious questions of principle should not besettled in a hurry by abnormal methods or simply by vote.Nor should one impose on others arbitrary views which havenot been tested in practice or which have already proved tobe wrong in such tests. Comrade Khrushchov’s way of doingthings at this meeting is entirely detrimental to the unity ofinternational communism. But however Comrade Khrushchovmay act, the unity of the Chinese and Soviet Partiesand the unity of all the Communist and Workers’ Parties isbound to be further strengthened and developed. We aredeeply convinced that, as the international communist movementand Marxism-Leninism develop, the unity of our rankswill constantly grow stronger.111
