If the leaders of the CPSU genuinely want unity and arenot just pretending, they should be faithful to proletarianinternationalism and strictly abide by the principles guidingrelations among fraternal countries and Parties, as laid downin the Declaration and the Statement. It is absolutely impermissiblefor them to replace these principles with policiesof great-power chauvinism and national egoism. In otherwords, they should:Observe the principle of solidarity and never line up anumber of fraternal Parties to attack other fraternal Partiesand engage in sectarian and divisive activities;Adhere to the principle of mutual support and mutualassistance and never try to control others in the name ofassistance or, on the pretext of the “international divisionof labour”, impair the sovereignty and interests of fraternalcountries and oppose their building socialism through selfreliance;Observe the principle of independence and equality andnever place themselves above other fraternal Parties orimpose their own Party’s programme, line and resolutionson others; never interfere in the internal affairs of fraternalParties and carry out subversive activities under the pretextof “combating the personality cult”; and never treatfraternal Parties as their property and fraternal countriesas their dependencies;Follow the principle of reaching unanimity through consultationand never force through their own Party’s wrongline in the name of the so-called majority or use the Congressesof their own Party or of other Parties and suchforms as resolutions, statements and leaders’ speeches forpublic and explicit attacks on other fraternal Parties, andcertainly never extend ideological differences to state relations.In short, if the leaders of the CPSU genuinely desire theunity of the socialist camp and the international communist356
movement, they must make a clean break with their line ofrevisionism, great-power chauvinism and splittism. The unityof the socialist camp and the international communist movementcan be safeguarded and strengthened only by remainingloyal to Marxism-Leninism and proletarian internationalismand by opposing modern revisionism and modern dogmatism,great-power chauvinism and other forms of bourgeoisnationalism, and sectarianism and splittism, and by doing sonot merely in words but in deeds. This is the sole way todefend and strengthen unity.Taken as a whole, the present world situation is mostfavourable. The international communist movement hasalready gained brilliant victories, bringing about a fundamentalchange in the international balance of class forces. Atpresent the international communist movement is being assailedby an adverse current of revisionism and splittism;this phenomenon is not inconsistent with the law of historicaldevelopment. Even though it creates temporary difficultiesfor the international communist movement and some fraternalParties, it is a good thing that the revisionists have revealedtheir true features and that a struggle between Marxism-Leninism and revisionism has ensued.Without any doubt, Marxism-Leninism will continue todemonstrate its youthful vitality and will sweep the wholeworld; the international communist movement will growstronger and more united on the basis of Marxism-Leninism;and the cause of the international proletariat and the worldpeople’s revolution will win still more brilliant victories.Modern revisionism will undoubtedly go bankrupt.We would like to advise the leaders of the CPSU to thinkmatters over calmly: what will your clinging to revisionismand splittism lead to? Once again, we would like to make asincere appeal to the leaders of the CPSU: We hope youwill be able to return to Marxism-Leninism and proletarianinternationalism, to the revolutionary principles of the 1957Declaration and the 1960 Statement and to the principles357
