As early as February 23,Comrade Mao Tse-tung in his conversation with the SovietAmbassador to China clearly stated the reason why he wasnot prepared to visit the Soviet Union at the present time.You were well aware of this.When a responsible comrade of the Central Committee ofthe Communist Party of China received the Soviet Ambassadorto China on May 9, he informed you that we would send adelegation to Moscow in the middle of June. Later, in compliancewith the request of the Central Committee of theCPSU, we agreed to postpone the talks between our twoParties to July 5.53
